Vietnam's diplomatic mettle through the lens of Venezuelan Communist Party veterans

From a place half a world away from Vietnam, former Venezuelan Ambassador Jorge Rondón Uzcátegui, a member of the Communist Party of Venezuela, sent to TG&VN his reflections on the occasion of the 80th anniversary of the establishment of the Vietnamese Diplomatic Service.

True "compass"

It can be affirmed that Vietnam's first steps on the international stage originated before the 1945 Declaration of Independence, when the ambitious young man Nguyen Tat Thanh - President Ho Chi Minh set foot on the ship Latouche Tréville leaving Ben Nha Rong on June 5, 1911, heading to France.

During his 30-year journey, by 1941, he had accumulated a profound understanding of politics and culture; understood “the guts of the colonial monster”, as José Martí - an outstanding thinker, culturalist, and staunch revolutionary of Cuba and Latin America - said; learned about the forms of struggle of oppressed peoples; built connections in the anti-colonialism movement around the world; declared to the world the inviolable independence and the path of sovereign, democratic development of Vietnam; and at the same time laid the foundation for a common revolutionary force, for the freedom of the entire Indochina peninsula.

President Ho Chi Minh's Testament, a true compass for the Vietnamese people, written from May 1965 to May 1969, expressed his aspiration for independence, freedom and national unification; provided guidelines for building a clean, sustainable and united government; maintaining national defense and security; implementing a foreign policy of independence, self-reliance, responsibility and international solidarity.

In President Ho Chi Minh's thought, foreign affairs are an essential tool for national development and a lever to strengthen political solidarity among nations.

Implementing President Ho Chi Minh's foreign policy, Vietnam built a wide network of friendship and solidarity, first with socialist countries, then expanding to progressive countries and leftist movements, contributing significantly to the victory in 1975 and the cause of national reunification.

After the war of national liberation and reunification ended in 1975, Vietnam was virtually isolated internationally and subjected to a series of economic and political sanctions. However, like the Vietnamese bamboo tree, the country remained steadfast in its principles and flexible in its strategies. To do so, Vietnam maintained the “4 no’s” principle: No participation in military alliances; no alliance with one country to fight another; no allowing foreign countries to set up military bases or use Vietnamese territory to fight against another country; and no use or threat of use of force in international relations.

Skillful, determined and patient

With courage, ingenuity, determination and patience, Vietnam has risen to a prominent position in the international community, thanks to its flexible, proactive and united diplomatic policy. Vietnam's foreign policy is steadfast in its goal of peace, stability and cooperation in the international arena; implementing diversification and multilateralization; being a reliable partner and responsible member of the international community.

Currently, Vietnam has diplomatic relations with 194 countries, is a member of the United Nations and other international organizations, including ASEAN, the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation Forum (APEC), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP)...

Notably, Vietnam has twice successfully assumed the position of non-permanent member of the United Nations Security Council (terms 2008-2009 and 2020-2021) with many achievements. Since 2014, Vietnam has become an active and responsible participant in peacekeeping and security activities in Sudan and the Central African Republic, notably with its humanitarian contributions in infrastructure construction, medical assistance and agricultural training.

In June 2025, Vietnam became a partner country of BRICS. Vietnam believes that this decision is consistent with its policy of proactive, comprehensive, extensive and effective international integration. Vietnam will continue to make substantial contributions to multilateral mechanisms, thereby actively contributing to peace, stability, cooperation and development in the region and the world.

Along with political achievements, Vietnam's foreign affairs activities have also achieved many successes in the economic field. Embassies and consulates have become the core force in promoting Vietnamese products, attracting investment, promoting tourism, introducing national culture, expanding technological cooperation, as well as facilitating strategic and legal conditions to systematize bilateral and multilateral trade relations.

The new international situation poses enormous challenges to all countries, especially in Southeast Asia. Vietnam must be ready to respond to serious international issues such as tensions between major powers, economic and trade pressures, and even the risk of regional conflicts. Vietnam must respond to these challenges clearly and resolutely, following the “compassionate compass” of President Ho Chi Minh, building an independent, self-reliant Vietnam that develops along the socialist path, with its people enjoying prosperity and happiness.

We believe that in the coming years, with its rich experience and strength, Vietnam will continue to carry out proactive diplomatic activities, consistent with the goals set by the Party and State, to overcome all challenges, no matter how difficult.

Mr. Jorge Rondón Uzcátegui served as Venezuelan Ambassador to Vietnam from 2006–2019, making many contributions to bilateral relations, especially through important high-level visits.

As a veteran member of the Communist Party of Venezuela, Ambassador Jorge Rondón Uzcátegui once shared that his love for Vietnam began at the age of 14, when he joined the Communist Party of Venezuela. Since then, he dreamed of learning about President Ho Chi Minh and meeting General Vo Nguyen Giap. In 2006, when he was appointed as the first Ambassador of the Republic of Venezuela to Vietnam, he knew that dream had come true.
