Digital transformation in the field of cultural heritage is an urgent requirement
At the 2nd Workshop on "Digital Transformation in the Cultural Sector" held on August 16 under the chairmanship of Deputy Minister of Culture, Sports and Tourism Phan Tam, presenting a speech on the topic "Improving the legal framework to promote digital transformation in the field of cultural heritage: Approaching from practical implementation", Ms. Pham Thi Khanh Ngan - Deputy Head of the Department of Museum Management and Documentary Information, Department of Cultural Heritage said that digital transformation has become one of the important, effective and indispensable methods in the management, protection and promotion of cultural heritage values. This is even more urgent when many cultural heritages are facing potential risks affecting their existence and integrity.
Around the world , many countries and international organizations - especially UNESCO - have issued recommendations, guidelines and sets of indicators to promote digital transformation in the cultural sector, thereby creating a foundation for policy making and building appropriate legal frameworks in each country.
In Vietnam, digital transformation in the field of culture in general and cultural heritage in particular has been strongly promoted in many diverse forms, achieving remarkable results.
According to a representative of the Department of Cultural Heritage, in recent years, digital transformation in the field of cultural heritage has become an urgent requirement, identified as one of the key contents to innovate the method of managing, protecting and promoting the value of cultural heritage in the direction of digital government .
Following the major orientations of the Party, the State and the direction of the Ministry of Culture, Sports and Tourism, the Department of Cultural Heritage has proactively deployed a number of digital transformation contents within the scope of assigned functions and tasks, gradually forming a foundation for managing, exploiting and disseminating cultural heritage values in the digital environment.
Since 2014, the Department of Cultural Heritage has presided over the construction and operation of a number of information management system software to serve the management, protection and promotion of cultural heritage values.
Faced with the new requirements for comprehensive digital transformation and the strong development of digital technology , cultural heritage management does not stop at individual digitization but needs to move to the stage of integration, interconnection and effective exploitation of data on a national scale. From that reality, the implementation of a cultural heritage database management platform according to Decision No. 1527/QD-BKHCN in 2025 is identified as an urgent requirement towards a digital cultural heritage ecosystem.
The goal of building a national database management platform on cultural heritage (2025 - 2030) is to ensure technological superiority, full functionality and widespread deployment nationwide, helping to optimize the management, protection and promotion of cultural heritage values based on digital data, as a foundation to accelerate digital transformation, keeping up with the development of science and technology in the digital transformation era; putting the national database management platform on cultural heritage into common operation to provide the most complete and widespread content and information about cultural heritage to users nationwide, as a premise for development in the region and internationally.

According to Ms. Pham Thi Khanh Ngan, the construction of a national database management platform on cultural heritage is identified as a key task to concretize the major orientations and policies of the Party and State on digital transformation, development of digital government, digital society and digital economy in the cultural field, while meeting the increasing requirements in the management, preservation and promotion of cultural heritage values in the new context.
This platform aims to integrate, connect, share and effectively exploit data sources on cultural heritage among state management agencies, museums, relics and related organizations and individuals and connect and communicate with other database platforms as required by Digital Government.
The deployment of the above information management systems and data management platforms not only contributes to improving state management capacity in the field of cultural heritage, but also creates an important premise for the development of the digital cultural heritage ecosystem in Vietnam.
Despite achieving initial positive results, the process of implementing digital transformation in the field of cultural heritage is still facing many difficulties and challenges that need to be identified and promptly resolved.
From the initial results achieved and the difficulties and problems in the process of implementing digital transformation activities in the field of cultural heritage at the unit, it is clear that there is an urgent need to perfect the institutions and legal framework to remove bottlenecks and create favorable conditions for the digital transformation process to be implemented effectively, synchronously and sustainably.
Protecting digital copyright is protecting the future of Vietnam's cultural industry.
Sending a paper with the topic "Digital copyright in the network environment from the perspective of state management", the Copyright Office believes that, in the context of widespread digital transformation, digital copyright protection is not only a legal requirement, but also a prerequisite to protect creative achievements, encourage innovation and promote sustainable cultural industry development.
Vietnam’s digital cultural products, from music, movies, video games to e-publishing, have the opportunity to reach out to the international market. However, without effective protection mechanisms, the creative environment will be eroded, revenue will be lost, and competitiveness will decline.
According to the Copyright Office, digital transformation has opened up unprecedented spaces for creation and distribution for the cultural industries. The Internet, artificial intelligence (AI), Blockchain, OTT platforms and social networks have become core tools for creating, distributing and consuming cultural products.
In that picture, digital copyright plays a central role to: Protect the rights of authors, producers, and artists; Encourage the creation of high-quality content; Create a healthy competitive environment, thereby developing the cultural digital economy.
Without effective copyright protection, any creative work can easily be copied and distributed illegally, causing economic damage and reducing the motivation for creativity.
Digital Transformation in the Cultural Sector: Developing Culture as an Economic Sector in the Digital Age through the Cultural Industry
Regarding the legal framework and copyright infringement, Vietnam has gradually completed the national legal framework such as: Law on Intellectual Property (amended in 2022), currently being further amended and supplemented; Decree 17/2023/ND-CP detailing a number of articles and measures to implement the Law on Intellectual Property on copyright, related rights and regulations on the responsibilities of enterprises providing intermediary services. Vietnam has also participated in international conventions and agreements on intellectual property protection.
In addition to completing the basic legal framework, the Copyright Office has initially implemented the construction of a national copyright database; approached and researched the construction of a real-time copyright infringement management and monitoring system; and researched and developed online copyright trading platforms. However, at present, copyright infringement, especially in cyberspace, is still complicated: illegal broadcasting of sports matches, illegal downloading of movies, illegal sharing of music, etc. on social networks and infringing websites. These acts cause huge losses for producers, creators and tax revenue, affecting the reputation and reinvestment capacity of the cultural industry.
Currently, the Copyright Office is coordinating with relevant units to amend and supplement the Law on Intellectual Property, including reviewing and supplementing the legal framework to meet practical requirements; Strengthening technology tools and infrastructure; Developing human resources and raising awareness; Supporting businesses, artists and creators; Strengthening international cooperation.
Effective digital copyright protection brings clear benefits to the development of the cultural industry. However, in addition to the basic advantages, digital copyright protection in the current borderless context of the online environment still faces many major challenges.
According to the Copyright Office, the goal of state management in the field of digital copyright is to create a clear and synchronous legal corridor to protect digital copyright; improve enforcement capacity, minimize violations; promote the strong and sustainable development of the cultural industry, contribute positively to the national GDP and effectively promote and commercialize Vietnamese cultural products in the international market.
Protecting digital copyright is not only about protecting the rights of creators, but also about protecting the future of Vietnam's cultural industry. With the support of the State, businesses and the creative community, we can build a healthy, creative and internationally integrated digital cultural environment.
