The Provincial People's Council's Committee for Culture and Society reviews the contents submitted to the Provincial People's Council meeting.

This afternoon, December 2, Chairwoman of the Provincial Party Committee's Inspection Commission, Head of the Culture - Social Committee of the Quang Tri Provincial People's Council Ho Thi Thu Hang chaired a working session with the Department of Labor, War Invalids and Social Affairs; the Provincial Vietnam Fatherland Front Committee to review the submission for approval of the adjustment of the investment policy for the project "Construction of a Social Protection and Rehabilitation Center for the Disabled in Quang Tri Province using ODA non-refundable aid from the Korea International Cooperation Agency (KOICA)" and the draft resolution regulating the regime of expenses for reception, visits and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in the province.

The project "Construction of a Social Protection and Rehabilitation Center for the Disabled in Quang Tri Province using KOICA's non-refundable ODA capital" was approved by the Provincial People's Council in Resolution No. 16/NQ-HDND dated March 28, 2023.

The project has a total investment of 12.67 million USD; implementation period from 2022 - 2025; implementation location in Dong Luong ward, Dong Ha city. However, in the process of implementing the resolution, the project contents are related to many components, many relevant agencies, so it cannot be completed in the period of 2022 - 2025.

At the working session, leaders of the Department of Labor, War Invalids and Social Affairs specifically reported on the process of completing procedures and contents related to the preparation of a feasibility study report and the construction of a submission for appraisal and adjustment of the project investment policy.

Accordingly, the Department of Labor, War Invalids and Social Affairs proposed to adjust the project implementation period from 4 years (2022 - 2025) to 5 years (2022 - 2026) because the implementation process of the basic design step, the consulting unit KOICA selected to implement is slower than planned; at the same time, the project has just been approved by the Provincial People's Committee for the feasibility study report in Decision No. 2663/QD-UBND dated November 7, 2024, so the project cannot be completed in 2025.

Regarding the draft resolution on regulations on the regime of expenses for reception, visits and congratulations for a number of subjects by the Vietnam Fatherland Front Committees at all levels, the leaders of the Vietnam Fatherland Front Committee of the province specifically reported a number of contents related to the necessity of issuing the resolution; the purpose and viewpoints of drafting the resolution; the scope of regulation, applicable subjects; the structure and basic content of the draft resolution...

It clearly states that the draft resolution was built on the basis of closely following the regulations of the Prime Minister and relevant legal documents. During the process of building the draft resolution, the Standing Committee of the Provincial Vietnam Fatherland Front Committee sought comments from relevant departments, branches and localities to edit, complete and send it to the Department of Justice for appraisal.

Speaking at the meeting, Head of the Culture - Social Committee of the Provincial People's Council Ho Thi Thu Hang requested the Department of Labor, War Invalids and Social Affairs to absorb the opinions at the meeting to continue to supplement legal procedures related to the construction of a proposal to adjust the investment policy of the project "Construction of a Social Protection and Rehabilitation Center for the Disabled in Quang Tri Province using ODA non-refundable aid from KOICA".

The Provincial Vietnam Fatherland Front Committee studies and reviews additional support levels for visits and congratulations for a number of other subjects to propose spending levels for subjects with special characteristics to be implemented by the Provincial Vietnam Fatherland Front Committee to ensure appropriateness and harmony.
