RESULTS OF DEVELOPMENT PLAN IMPLEMENTATION

ECONOMIC - SOCIETY IN 2023; PLAN PROJECT

SOCIO-ECONOMIC DEVELOPMENT IN 2024

Dear National Assembly delegates, international guests and compatriots and voters nationwide!

According to the Session's agenda, the Government has sent to the National Assembly 77 dossiers, documents, reports, and submissions, including the Report on the assessment of the implementation results of the 2023 Socio-Economic Development Plan and the draft Socio-Economic Development Plan for 2024. On behalf of the Government, I would like to respectfully report to the National Assembly and the people and voters nationwide the following main contents:

Part One

SOCIO-ECONOMIC SITUATION IN 2023

I. BACKGROUND

Since the beginning of 2023, the world situation has changed rapidly, complicatedly, unpredictably, and posed more challenges than expected; strategic competition between major countries, fierce conflicts in Ukraine, and recently conflicts in the Gaza Strip; global economic growth has slowed down[1]; inflation has remained high; many major economies have maintained tight monetary policies and high interest rates[2]; global public debt has increased sharply[3]; financial, currency, and real estate markets have many potential risks[4]; import and export activities have narrowed. Energy security, food security, and cyber security face many challenges; natural disasters and climate change have caused serious consequences.

Domestically, after more than 35 years of renovation, we have achieved great achievements of historical significance, which are an important foundation for promoting development; however, the economy is affected by many unfavorable external factors and internal limitations and shortcomings that have lasted for many years are more clearly revealed in difficulties; competitiveness and resilience are still limited[5]; epidemics, natural disasters, droughts, storms and floods are complicated, causing heavy damage in localities...

II. LEADERSHIP, DIRECTION AND MANAGEMENT WORK

Implementing the Resolutions and Conclusions of the Central Committee, the Politburo, and the National Assembly[6]; with the motto "Solidarity, discipline, flexibility, innovation, timeliness and effectiveness", the Government and the Prime Minister have proactively and effectively coordinated with the National Assembly and the National Assembly Standing Committee; closely following reality, listening to feedback and comments from localities, people, organizations, consultants, scientists, businesses, and voters; to focus on directing all levels, sectors, and localities to resolutely and effectively implement tasks and solutions in all fields[7] in the spirit of General Secretary Nguyen Phu Trong's direction that the results of each year will be higher than the previous year.

Focus on directing the synchronous implementation of fiscal, monetary and other policies to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; including directing the consecutive reduction of operating interest rates 4 times; exempting and reducing interest rates, extending, postponing, restructuring debts and implementing policies on exemption, reduction and extension of taxes, fees, charges, land rents[8]. The Government regularly directs the review and improvement of institutions, laws, mechanisms and policies[9]; establishing 26 Working Groups of Government Members and the Government Standing Committee to directly work with localities to grasp the practical situation, remove difficulties and obstacles and provide timely guidance, encouragement and motivation.

Actively implement the Politburo's Resolutions on socio-economic development, ensuring national defense and security in 6 socio-economic regions; perfect and initially promote the role of regional coordination councils. Timely organize many conferences and flexible meetings to serve the direction and administration work[10]. Focus on directing the acceleration of economic restructuring towards green and sustainable direction[11]; accelerate progress and improve the quality of planning; establish 05 working groups and delegations of the Government to survey, grasp the reality, inspect and urge the disbursement of public investment capital in localities[12]. Focus on directing the handling of weak banks, projects and loss-making enterprises that have lasted for many years[13]; promptly direct the resolution of complicated arising issues such as corporate bonds, real estate, energy supply, materials, medicines, printing textbooks, etc.

Closely follow the situation, pay attention to timely direction, effectively implement policies on cultural and social development, and people with meritorious services[14], ensure social security, improve people's lives, protect the environment, prevent and combat natural disasters, and respond to climate change; strictly perform tasks on national defense, security, and social order and safety[15]; promote foreign affairs and international integration, maintain a peaceful and stable environment to promote development cooperation[16].

III. RESULTS ACHIEVED

Under the close, timely and scientific leadership and direction of the Party Central Committee, directly and regularly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the supervision, accompaniment, proactive and timely coordination of the National Assembly, the National Assembly Standing Committee and agencies in the political system; the drastic, firm, flexible and practical direction and administration of the Government, the Prime Minister, all levels, sectors and localities; the support and active participation of all classes of people and the business community; the cooperation, support and assistance of international friends; the socio-economic situation continues to recover, with each month being more positive than the previous month, each quarter being higher than the previous quarter, basically achieving the set general goals and many important results in all fields; continuing to be a bright spot of the global economy[17]. Based on the results of the first 9 months, it is estimated that in 2023, we will strive to achieve and exceed at least 10/15 targets, notably completing all social targets, demonstrating the good nature of our regime.

1. Economic:

The macro economy is basically stable, inflation is controlled, growth is promoted, and major balances are basically guaranteed. GDP growth in the third quarter reached 5.33%, and in the first 9 months it reached 4.24%[18]. The average consumer price index (CPI) in the first 9 months increased by 3.16%[19]. The money and foreign exchange markets are basically stable, and interest rates have decreased. Imports and exports have increased gradually over the months, with a trade surplus of nearly 22 billion USD in the first 9 months[20]. Energy security and food security are guaranteed[21]; the labor market has recovered positively. Disbursement of public investment capital by the end of September reached 51.38% of the plan, 4.68% higher than the same period, and about 110 trillion VND higher in absolute terms[22]; realized FDI capital reached about 16 billion USD, up 2.2%[23]. Newly registered and adjusted foreign investment capital reached 416.8 million USD, up 4.6% over the same period.

The agricultural sector developed stably, increasing by 3.38%, continuing to be a solid pillar of the economy in difficult times; the service sector developed quite vigorously, increasing by 6.3% over the same period; the industrial and construction sectors gradually recovered[24]. The state budget revenue in the first 9 months reached 75.5% of the estimate, and is estimated to reach and strive to exceed the assigned estimate for the whole year[25] while exempting, reducing, and extending many types of taxes, fees, charges, and land rents by about 75 trillion VND. The state budget deficit and public debt indicators were controlled below the limit and warning threshold according to the National Assembly Resolution[26]; at the same time, increasing revenue, saving expenditure, and setting aside a salary fund of about 560 trillion VND to ensure sufficient resources for salary reform in the 3 years of 2024 - 2026[27]. Many prestigious international organizations highly appreciate the results and prospects of our country's economy and predict that Vietnam will recover quickly in the near future[28]; the value of Vietnam's national brand reached 431 billion USD, up 1 rank to 32nd/100 strong national brands in the world.

Planning work has been promoted and its quality has been improved; the National Master Plan and many sectoral, sectoral and provincial plans have been issued[29], striving to basically complete the plans in 2023. Key transport infrastructure projects have been promoted, with focus, key points and specific products; 659 km of expressways have been completed and put into use[30], bringing the total length put into operation to 1,822 km; striving to complete an additional 78 km by the end of 2023[31].

Economic restructuring continues to be promoted[32]; digital transformation is actively promoted[33], and Project 06 on population database is resolutely implemented[34]. Public investment is restructured in a focused, key direction, not scattered and ineffective[35]. Continue to handle bad debts, restructure credit institutions, especially 05 weak banks[36]. Focus on restructuring and improving the operational efficiency of state-owned corporations and groups; continue to effectively handle the initial steps of 8/12 projects and enterprises that have been losing money for many years[37]; complete and put into operation many large, important power projects after a long interruption[38].

2. About culture and society

The cultural and social fields have received investment and development attention, achieving clear results. Many traditional cultural values ​​and cultural heritages of the nation have been inherited, preserved, embellished and developed[39]; attention has been paid to allocating State resources and promoting social resources for the cultural field. Policies for people with meritorious services have been fully and promptly implemented, ensuring social security and supporting people and businesses[40]; people's lives have been improved[41]. The poverty rate according to the multidimensional poverty standard has decreased by 1.1% to 2.93%[42]. The quality of medical examination and treatment has continued to improve[43]. The labor and employment sector has changed positively[44]; the unemployment rate in urban areas is estimated to be 2.76% for the whole year (the target assigned by the National Assembly is below 4%).

The quality of general education, university education, and vocational education continues to be improved[45]; focusing on developing human resources associated with science and technology, promoting innovation, digital transformation, green economy, digital economy, and digital society. The national innovation and startup ecosystem is developing strongly[46]. Vietnam's global innovation index ranks 46/132, up 02 places compared to 2022[47]. Child care and protection, youth and adolescent education, promoting the role of the elderly, gender equality, and women's advancement... receive investment attention. Ethnic, religious, and belief policies are focused on. Mass sports movements are strongly promoted; high-performance sports achieve many positive results[48]. Information and communication work is focused on, especially policy communication, contributing to consolidating and enhancing trust and creating social consensus.

3. On resources, environment, natural disaster prevention, climate change response

Focus on completing and submitting to the National Assembly the draft Land Law (amended). Pay attention to developing the irrigation sector, protecting water resources and marine resources[49] and actively removing the IUU yellow card of the European Commission (EC). Mobilize resources to respond to climate change, especially in the Mekong Delta[50]; focus on environmental protection, promote afforestation, sell carbon certificates for the first time and issue green bonds[51]. Resolutely implement action programs to respond to climate change, reduce emissions, and convert energy, demonstrating responsibility with the international community to bring net emissions to "0" by 2050.

4. On building and perfecting laws, administrative reform, improving the investment and business environment; inspection work, handling complaints and denunciations; preventing and combating corruption, negativity and waste

The work of building and perfecting institutions, laws, mechanisms and policies has been focused on, with many innovations in direction and methods. The Government has closely and effectively coordinated with the National Assembly and the National Assembly Standing Committee from early on; in 9 months, 08 thematic Government meetings on law-making have been organized; the National Assembly has passed 08 Laws, 03 Resolutions on legal norms, commented on 09 draft Laws and is expected to consider and pass 09 draft Laws, 01 Resolution, and comment on 07 draft Laws at this Session. The Government has issued 68 Decrees, 193 Resolutions; the Prime Minister has issued 26 decisions on legal norms and many individual decisions[52]. The overall program of state administrative reform has been implemented drastically and effectively; focusing on cutting, simplifying and decentralizing the handling of administrative procedures[53]. Vietnam's business environment ranking increased by 12 places[54].

Promote decentralization and delegation of power; review and improve the organizational apparatus[55]; rectify the situation of cadres and civil servants shirking responsibility, being afraid of responsibility, and being afraid of making mistakes in performing public duties; issue a Government Decree on encouraging and protecting cadres who are dynamic, creative, dare to think, dare to do, and dare to take responsibility for the common good[56]. The work of inspection, examination, citizen reception, handling of complaints and denunciations, and prevention of corruption and negativity continues to be promoted[57]; contributing to consolidating and strengthening the people's trust in the Party and the State.

5. On defense, security and foreign affairs

Political and social stability, national defense and security are consolidated and enhanced, independence, sovereignty, territorial integrity, political security, social order and safety are maintained[58]. Continue to invest in improving national defense and security potential. Focus on suppressing and controlling the increase in crime; resolutely direct the implementation of solutions to overcome limitations and weaknesses in fire prevention and fighting, and traffic safety. Foreign affairs and international integration are being implemented vigorously and continuously[59] and are the highlight of 2023, achieving many important historical achievements, creating new opportunities and chances to develop the country and enhance the role, position and prestige of Vietnam in the international arena. To date, our country has had comprehensive strategic partnerships or strategic partnerships with all 5 permanent members of the United Nations Security Council and many G20 countries[60]; contributing to maintaining a peaceful and stable environment to build and protect the Fatherland, as General Secretary Nguyen Phu Trong commented: "Our country has never had such a foundation, potential, position and international prestige as it does today."

IV. EXISTENCE, LIMITATIONS

In addition to the basic achievements, our country still has limitations and shortcomings that need to be further focused on overcoming. Economic growth has not yet reached the set target[61]. Macroeconomic stability has not been truly solid due to many external pressures. Industrial production has recovered slowly, especially the processing and manufacturing industry. Production and business activities have encountered many difficulties; the number of dissolved and bankrupt enterprises has increased[62], the situation of enterprises lacking orders is common; equitization of state-owned enterprises is still slow. Domestic production still depends heavily on imported raw materials; domestic market demand has narrowed, exports to key markets have decreased compared to the same period; trade surplus increased mainly due to a decrease in imported input materials.

Access to credit is still difficult, credit growth is low, and bad debt tends to increase[63]. Mechanisms and policies on land, real estate, housing, and public investment are bottlenecks; real estate and corporate bond markets still have potential risks; handling weak credit institutions and remaining backlog projects faces many difficulties, including the need to accurately assess and appraise the value of assets that have been around for many years; international tourism is recovering slowly.

The implementation of some contents of the National Target Programs and the Socio-Economic Recovery and Development Program is still slow. Some mechanisms and legal policies are slow to be amended, are contradictory, overlapped, and applied inconsistently; administrative procedure reduction is sometimes slow, not timely, and not drastic; improving the investment and business environment; arranging and perfecting the streamlined apparatus, operating effectively and efficiently, reducing focal points and intermediate levels still has some shortcomings.

The lives of a segment of the population are still difficult; the number of workers who have lost their jobs, reduced working hours, and withdrawn social insurance at one time has increased locally; the number of workers in the informal sector is still large; the unemployment rate among young people is still high[64]. The shortage of medicines, equipment, and medical supplies has not been completely resolved. Investment resources for education and training are still limited; fundamental and comprehensive innovation in education and training, and textbook reform have not met requirements. There are still some issues in youth and children's work that need to be addressed. The quality of human resources has not changed clearly; research, development, application of science and technology, and innovation are still limited.

Security, social order and safety, and crime in some areas still have complex factors, especially drug crimes and cyber crimes; there are still some serious fires and traffic accidents. Epidemics, natural disasters, droughts, storms, floods, extreme weather, landslides, riverbank and coastal erosion continue to develop unpredictably, causing serious consequences[65].

V. CAUSES OF EXISTENCE, LIMITATIONS AND LESSONS LEARNED

1. Causes of existence and limitations

The main reason for the above-mentioned shortcomings and limitations is that the world and regional situation is changing rapidly, complicatedly, unpredictably, beyond the ability to forecast; while our country is a developing country, the economy is in the process of transformation, starting from a low point, the scale is still modest, openness is large, the ability to withstand external shocks and competitiveness are still limited. The work of grasping and forecasting the situation is sometimes not accurate, policy consultation and response in some cases is still passive; the organization of law and policy implementation is still a weak link; a number of officials still have the mentality of avoiding, fearing responsibility, fearing mistakes in performing public duties under their authority; the decentralization and delegation of power in some areas still have institutional problems, especially for newly arising issues.

2. Lessons learned (there are 5 lessons learned)

(1) It is necessary to thoroughly grasp and seriously implement the Party's guidelines and policies and the State's laws; ensure close and smooth coordination and the participation with high determination of the entire political system and the solidarity and unanimity of the entire Party, people and army.

(2) Grasp the practical situation, respond to policies promptly and effectively; promote the strength of national solidarity, self-reliance, self-improvement, efforts to rise up, high determination, innovation; unblock, mobilize and effectively use internal and external resources.

(3) It is necessary to continue to promote the building and improvement of institutions to meet practical requirements; to direct and operate synchronously and flexibly, closely coordinate policies, and clearly identify priorities, focuses, and key points.

(4) Maintain discipline and order; promote decentralization and delegation of power associated with resource allocation and strengthen inspection, supervision and control of power; resolutely and persistently fight against corruption and negativity.

(5) Taking people as the center, the subject, the most important resource, the driving force and goal of development; focusing on prioritizing resource allocation for cultural and social development; promoting policy communication, contributing to creating social consensus, and strengthening people's trust.

In particular, the important experience to note is: Must unite the whole Party, unite the whole people, unite the nation, unite internationally. Grasp the situation at home and abroad, respond proactively, promptly, flexibly, effectively with policies on new, difficult, complex, sensitive issues.

VI. MAIN TASKS AND SOLUTIONS IN THE LAST MONTHS OF 2023

Continue to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; focus on implementing solutions to strongly promote growth drivers (investment, consumption, export); make good use of domestic and international market opportunities at the end of the year, holidays, and Tet; all ministries, branches, and localities strive to overcome difficulties, promote recovery and development of production and business, create jobs and livelihoods for people. Speed ​​up the approval of planning and disbursement of public investment capital, the Socio-Economic Recovery and Development Program, and 03 National Target Programs. Actively recover and develop the corporate bond market and real estate market. Focus on removing difficulties for production and business; clear, mobilize and effectively use resources. Ensure the supply of essential goods, especially electricity, gasoline, oil, and stabilize the market and prices; grasp the situation, do a good job of social security and welfare, ensure the lives of workers and people, especially during Tet. Ensure political and social stability; strengthen national defense and security; maintain social order and safety; promote international integration; strengthen information and communication work; strive to achieve the highest level of the 2023 plan targets, in which GDP growth reaches over 5%, inflation is about 3.5-4%.

Part Two

SOCIO-ECONOMIC DEVELOPMENT PLAN 2024

The world situation in 2024 is forecast to continue to be complicated and unpredictable; global economic growth, trade and investment continue to slow down. Domestically, we have very basic advantages, but the economy continues to suffer "double negative impacts" from unfavorable external factors and internal limitations and shortcomings; opportunities, advantages and difficulties, challenges intertwine but there are more difficulties and challenges, especially in macroeconomic management, having to both control inflation and promote growth.

I. MANAGEMENT VIEWPOINTS (there are 6 management viewpoints)

1. Thoroughly grasp and strictly implement the Resolution of the 13th Party Congress and the Resolutions of the Party and the National Assembly. Focus on synchronously and effectively implementing the 10-year Socio-Economic Development Strategy 2021-2030 and the 5-year Socio-Economic Development Plan 2021-2025, focusing on 3 strategic breakthroughs, 6 key tasks and 12 main groups of solutions.

2. Promote the strength of national unity, arouse patriotism, the will of self-reliance and the aspiration to develop a strong and prosperous country. Mobilize and effectively use all resources, in which internal resources are fundamental, strategic, long-term, decisive, combined with external resources as important, necessary, breakthrough, and regular.

3. Focus on proactive, flexible, effective direction and management, closely coordinating, synchronously and smoothly between policies. Closely follow the practical situation, promptly respond to urgent issues arising in the short term, while effectively implementing fundamental tasks and solutions in the medium and long term.

4. Tighten discipline, improve the effectiveness and efficiency of law enforcement; promote decentralization and delegation of power; improve the effectiveness of coordination between levels, sectors and localities. Continue to promote the work of preventing and combating corruption and negativity; rectify the situation of avoiding and shirking responsibility and protect cadres who dare to think, dare to do, dare to take responsibility.

5. Cultural development must be placed on par with economic, political and social development; prevent moral and lifestyle degradation; focus on ensuring social security, achieving progress and social justice, protecting the environment, and improving the material and spiritual life of the people.

6. Firmly protect independence, sovereignty, unity and territorial integrity; ensure political security, social order and safety; Building an independent and autonomous economy associated with proactive and active international integration comprehensively, extensive, substantive and effective; Maintain a peaceful and stable environment for fast and sustainable development.

In particular, note the synchronous and effective implementation of the Party and National Assembly's resolutions, especially 3 strategic breakthroughs, 6 key tasks and 12 major solutions; promote the strength of the entire political system and the entire people; arousing the desire to build a strong and prosperous country; tighten discipline and discipline; firmly grasping the reality, the policy reaction is proactive, flexible, timely and effective.

II. General goals and main targets

1. General objectives: Continuing to prioritize, promote strong growth associated with consolidation, maintaining macroeconomic stability, controlling inflation, ensuring the great balance of the economy. Promote and create more positive changes in implementing strategic breakthroughs, restructuring the economy associated with innovation of growth model, improving productivity, quality, efficiency, competitiveness and endogenous capacity of the economy. Pay attention to comprehensive and synchronous development in the fields of culture, society, education and health on par with economic development; focus on ensuring social security, sustainable poverty reduction, improving the material and spiritual life of the people. Strictly manage and effectively use land and natural resources, proactively prevent and combat natural disasters, respond to climate change. Drastically prevention and anti -corruption, negative and wasteful. Consolidate and strengthen national defense, security, maintain independence and sovereignty; improve external efficiency, international integration; preserving the peaceful, stable environment and creating favorable conditions for the country's development [66].

2. Main criteria: Including 15 main targets in economic, social and environmental fields; in which GDP growth is about 6-6.5%; GDP per capita reaches about 4,700-4,730 USD; The proportion of processing and manufacturing industry in GDP reaches about 24.1-24.2%; The average growth rate of consumer price index (CPI) is about 4-4.5%; The average growth rate of social productivity is 4.8-5.3%; The percentage of trained labor is about 69%, including the degree and certificate of about 28-28.5%; Unemployment rate in urban areas is below 4%; The percentage of poor households according to the multi -dimensional poverty line decreased by over 1%... The state budget revenue estimate increased by about 5%; Budget deficit under 4%of GDP.

III. Main tasks and solutions in 2024 and next time

1. Continue to manage the monetary policy proactive, flexible, timely and effective; coordinating synchronous, harmonious and closely with the fiscal policy to expand reasonably, with focus, focus and other policies; continue to strive to reduce the lending interest rate; Focus credit for growth motivation (investment, consumption, export), priority areas [67]; effectively implement existing preferential credit packages [68] and additional research on new packages; Striving for credit growth in 2024 about 15%[69].

Focusing on overcoming limitations and shortcomings has been pointed out [70], speeding up the implementation, disbursing public investment capital, rehabilitation and socio -economic development program, national target programs right from the beginning of the year; Ensuring the disbursement rate of public investment capital is over 95% of the plan. Submit to the National Assembly to promulgate pilot resolutions on the package decentralization, mechanisms and policies suitable for implementing 03 national target programs for district level [71].

Effectively implementing revenue and savings of state budget expenditure [72]; Strictly control the deficit, public debt, government debt, foreign debt, and direct repayment obligations of the Government within the permitted limits of the National Assembly. The budget revenue estimate of 2024 increased by about 5% compared to 2023 to give priority to increase in development investment. Submit to the National Assembly for consideration and permission to continue implementing policies for tax exemption, reduction, fee and fee; promptly promulgate appropriate and effective policies related to global tax.

Strongly developing the domestic market [73] associated with expansion and diversification of international markets, improving product quality, effectively exploiting free trade agreements (FTA) signed; At the same time, promoting negotiations and signing new FTAs ​​[74]; support businesses to improve capacity, participate in global supply chains; Promote the prevention and control of smuggling and trade frauds.

2. Institutionalization, timely, complete and effective implementation of resolutions and conclusions of the Party and the National Assembly [75]. Continue to review and improve institutions, mechanisms, policies and laws associated with improving the effectiveness and efficiency of enforcement organization; In 2024, it is expected to submit to the National Assembly to consider amending and supplementing 23 law projects [76]; review and propose amendments and supplements to a number of policies to meet practical requirements [77]; Restoring and developing types of corporate bond markets, land use rights, real estate, labor, science and technology ... continue to cut and simplify administrative procedures, business regulations [78]; strive to cut at least 10% in the cost of compliance with administrative procedures and business regulations [79].

3. Promote the construction and development of a synchronous and modern strategic infrastructure system, especially the highway system, upgrade airports, ports, urban and inter -regional infrastructure ... to complete a number of important transport infrastructure projects [80]; At the same time, promoting high -speed road projects to ensure the completion of the goal of over 3,000 km by 2025.
