On the afternoon of August 13, the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee organized a conference to gather opinions from leaders and outstanding journalists from city-level and central-level media agencies in Ho Chi Minh City on the draft political report for the first Ho Chi Minh City Party Congress, term 2025-2030.
Opening the conference, Mr. Tang Huu Phong, Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, stated that the first City Party Congress was taking place in the context of the recent merger of Ba Ria - Vung Tau and Binh Duong into Ho Chi Minh City on July 1st. The theme of this congress, though concise, encapsulates the aspirations of the newly formed city for development over the next five years. This is an extremely important period for Ho Chi Minh City, simultaneously building and establishing a two-tiered local government and carrying out tasks within a broader, more open space.
The Propaganda and Mass Mobilization Department of the City Party Committee wishes to record and synthesize the contributions of leaders and exemplary journalists from city media agencies and central media representative offices in Ho Chi Minh City regarding the draft report, thereby exploiting potential and helping the city develop more strongly.
Transportation infrastructure is a driving force for development.
Journalist Duc Trung, a member of the Editorial Board and General Secretary of the Thanh Nien Newspaper, commented that the specific goals and targets of the political report include a target of 2-3% of GRDP for total social spending on research and development (R&D) and 4-5% of the budget allocated to science , technology, and digital transformation.
According to journalist Duc Trung, Ho Chi Minh City has identified the development of science and technology as a major and important goal, and one of the city's breakthroughs is in science and technology and innovation. However, the proposed spending level is within the framework of Resolution 57 of the Politburo and does not seem to reflect a breakthrough. Therefore, the city may consider increasing spending based on the actual resources available for the development of science and technology in the area.
According to the Editor-in-Chief of Thanh Nien Newspaper, after merging with the two localities, Ho Chi Minh City, in addition to expanding its administrative boundaries and development space and accumulating many resources, also faces many challenges in development, especially in transportation and urban infrastructure.
Currently, Ho Chi Minh City is the only locality where traveling by road from one ward to another sometimes requires passing through another province or city. For example, traveling from the center of the old Ho Chi Minh City to Vung Tau ward requires passing through Dong Nai province. Therefore, the city needs to plan and develop transportation infrastructure that is suitable for the new reality, connecting and serving as a foundation for development in the new spatial context.
"Recently, the Ho Chi Minh City planning agency, in its proposal for the coastal road, revisited the Can Gio sea bridge project connecting to Vung Tau. If the sea bridge connecting Can Gio to Vung Tau is built, combined with the proposed metro line from the city center to Can Gio, the travel time from the center of Ho Chi Minh City to Vung Tau will be reduced to about 30 minutes, opening up development opportunities not only for tourism and services but also for balanced regional development within a megacity, acting as a driving force for regional and national economic development," journalist Duc Trung shared.
Mr. Mai Ngoc Phuoc, Editor-in-Chief of the Ho Chi Minh City Law Newspaper, believes that with the goal of investing in building the city into a major center for finance and services, Ho Chi Minh City needs to supplement its plan with the construction and piloting of a "legal testing zone" for financial and technological products and digital assets.
This will attract leading global fintech corporations, creating a flexible and regulated legal environment to foster innovation. At the same time, Ho Chi Minh City needs to research and propose to the National Assembly the establishment of a specialized Commercial and Financial Court in Ho Chi Minh City.
Mr. Vuong Quyen, Deputy Director of the People's Voice Radio Station of Ho Chi Minh City, suggested that Ho Chi Minh City could consider building a center to organize regional sporting events such as the SEA Games to serve the people. In addition, Ho Chi Minh City needs to focus on developing programs and improving the quality of the new rural development program in the new term.

Commenting on the draft report, journalist Le The Chu, Editor-in-Chief of Tuoi Tre Newspaper, suggested that Ho Chi Minh City should have a program to improve the capacity of its government apparatus. Mr. Chu cited the example of the two-tiered local government model, noting positive feedback from the public after 1.5 months of operation. However, he noted that the commune level has many tasks to perform and requires a team with specialized training to enhance the capacity of local government at the commune level.
Journalist Le The Chu also suggested that, as a civilized, modern, and compassionate city, Ho Chi Minh City should incorporate programs to care for its citizens into its larger programs, establishing separate mechanisms, focusing investment resources, and establishing a clear implementation roadmap. Journalist To Dinh Tuan, Editor-in-Chief of Nguoi Lao Dong Newspaper, suggested that in the fields of science, technology, and information and communication, journalism should be mentioned more frequently, as it plays a crucial role in political and cultural life.
"The report should include a section on developing Ho Chi Minh City's communication strategy in the new context to promote domestic and international tourism. Ho Chi Minh City has many advantages that not every city in the region possesses, such as forests, beaches, and ports... these are some of the competitive factors that will attract investment and tourists in the future," Mr. Tuan said.
