Ensuring equality among localities when piloting specific mechanisms and policies

On the morning of June 13, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting a number of special mechanisms and policies for the development of Hai Phong city.

Continuing the program of the 9th Session of the 15th National Assembly, on the morning of June 13, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting a number of special mechanisms and policies for the development of Hai Phong city.

Basically agreeing with the necessity of issuing a National Assembly Resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong city, delegate Pham Van Hoa (Dong Thap) affirmed that Hai Phong city is a key area for economic development, with many similarities to Da Nang city and Ho Chi Minh city.

Regarding some specific policies on land and water surface lease, land allocation, and tax incentives stated in the draft Resolution, delegate Pham Van Hoa said that many preferential policies for Hai Phong city are much higher than those for Da Nang city, so he suggested that the National Assembly consider them to have similarities.

"If the two sides have a difference in land rental, it is likely to attract more people to Hai Phong. It is suggested that if the mechanism of Hai Phong city is like that, it must take into account the mechanism of Da Nang... to avoid creating unhealthy competition in the country," said delegate Pham Van Hoa.

Sharing the same view with delegate Pham Van Hoa, delegate Tran Chi Cuong (Da Nang) realized that with the new regulations, the approach in requirements, breakthroughs and removal of institutional obstacles, the mechanisms and policies for the free trade zone in Hai Phong city are much better than the free trade zone in Da Nang city approved by the National Assembly in 2024 in Resolution 136.

According to the delegate of Da Nang city, when the National Assembly passes the draft Resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong city, it will contribute to creating a breakthrough mechanism for Hai Phong to develop in the new context, solve bottlenecks, improve competitiveness and attract investment through outstanding specific mechanisms and policies. The political and legal bases have fully converged potential and advantageous factors with many contents stipulated in the draft Resolution.

Believing that each locality has its own potential and advantages, it is important to develop together to promote potential and advantages to attract investment to compete with countries in the region, and take advantage of resources for national development, delegate Tran Chi Cuong emphasized that he fully supports the pilot application to attract investment, especially for strategic investors.

However, to avoid inequality in development among localities, delegates proposed that when the National Assembly approves special and outstanding mechanisms and policies applied in the free trade zone of Hai Phong city, it should also consider allowing the free trade zone of Da Nang city to be applied to ensure consistency and enhance national competitiveness.

In addition, in the development roadmap, delegates proposed that the National Assembly soon study and promulgate the Law on Free Trade Zones to apply to other localities when developing new free trade zones.

Another issue mentioned by delegate Tran Chi Cuong is the fact that our country's logistics costs are still high, accounting for about 16.5% of GDP, much higher than the world average of 11.6%. Urban infrastructure has not met development needs, the scale of logistics enterprises is still small, only holding about 20% of the market share. Notably, the contribution of the logistics industry to GDP is only 4.46%...

According to delegates, these figures show great potential but also pose an urgent need for breakthrough policies to develop infrastructure and logistics services in a more systematic and effective manner.

Logistics centers play an important role in optimizing the flow of goods, money, information, promoting the circulation of import and export goods, contributing to reducing logistics costs, improving operational efficiency and competitiveness of enterprises. Therefore, delegate Tran Chi Cuong said that in the context of promoting regional connectivity and enhancing national competitiveness, identifying logistics centers as a new business model, playing a key role in connecting industries, localities and territories is extremely necessary.

"The proposal to pilot a land recovery policy to soon form large-scale logistics centers in Hai Phong city is completely justified and should be considered and supported by the National Assembly," the delegate stated.

Contributing opinions at the discussion session, delegate Sung A Lenh (Lao Cai) commented that, regarding investment management, the draft Resolution empowers the City People's Committee to approve and adjust investment policies for port projects with capital of VND 2,300 billion or more, which helps shorten the implementation time of large projects, increase financial autonomy, and contribute to making Hai Phong an economic locomotive, logistics center and innovation center of the whole country.

At the same time, the draft Resolution opens up great opportunities for innovation and high technology. Preferential policies on corporate and individual income taxes in the field of creative startups such as semiconductors, artificial intelligence, etc. will attract talents and technology businesses.

The establishment of a venture capital fund and controlled support for startups in new technologies will create a favorable environment for Hai Phong to become a leading innovation center, promoting the digital economy and green economy.

In addition, according to delegate Sung A Lenh, regarding issues of land management and planning, specific mechanisms such as land recovery for logistics projects, industrial parks with large total areas or changing the purpose of using rice fields and forest land on a reasonable scale will help optimize land funds, creating conditions for the implementation of strategic projects.

Hai Phong has the strategic advantage of being an international seaport center, a multimodal transport hub and a key import-export gateway in the North as identified in the Politburo's resolutions, a driving force for regional and national development, and a leading role in the development of the logistics sector. The establishment of a free trade zone will be a big boost to help Hai Phong attract international investment, promote exports and high-quality services.

"We can see that the fourth industrial revolution has begun to change the outlook for warehousing and distribution services worldwide. The logistics industry is increasingly asserting its role as an essential component of the supply chain, creating momentum for sustainable economic development. Therefore, the construction of large-scale modern logistics centers with high integration capacity is an inevitable trend," the delegate analyzed.

Therefore, delegate Sung A Lenh said that the issuance of a pilot mechanism and policy for land recovery to develop a logistics center in Hai Phong city is completely necessary and urgent, not only in line with the Government's orientation but also a prerequisite for realizing the goals of logistics industry development according to the strategy to 2030, vision to 2050.

Also at the meeting, the National Assembly discussed in the hall the proposed National Assembly Supervision Program for 2026./.
