After the merger, the scale of the education and training sector in Ho Chi Minh City has reached 3,250 educational institutions. Of which, 117 are private schools with domestic investment capital; 43 are kindergartens and general schools with foreign investment capital, 1,594 foreign language and information technology centers, and 206 enterprises participating in educational activities.
At the conference to summarize the 2024-2025 school year and deploy directions and tasks for the 2025-2026 school year for non-public educational institutions in the city, held on September 16, the leader of the Ho Chi Minh City Department of Education and Training said that in the past school year, a number of non-public educational institutions still encountered legal problems regarding land, the situation of transferring and changing investment capital was increasing but there were no clear legal regulations, so management still encountered certain difficulties.
According to the report of the Department of Education and Training of Ho Chi Minh City, after the merger, the new administrative boundaries of Ho Chi Minh City were expanded, with many diverse types (rural, urban, island communes, special economic zones, etc.). The number of non-public educational institutions is therefore increasing, with many fluctuations that have caused difficulties for state management. "There are still a number of non-public educational institutions organizing educational activities outside of licensed locations or without operating licenses, enrolling students beyond their targets or inaccurately publicizing licensed content on social networks... The above violations often stem from investors' lack of proper awareness or impatience to implement educational projects..." - the Department of Education and Training of Ho Chi Minh City commented.
Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, said that in recent times, the Department of Education and Training has welcomed and created maximum conditions for investors in education. In addition, the Department of Education and Training of the city has not created barriers, causing difficulties or restrictions for non-public educational institutions. "The Department is always ready to create fairness in competition, creating conditions for businesses and investors to invest more to develop the city's education," said Mr. Hieu.
The head of the Ho Chi Minh City Department of Education and Training said that in reality, there are non-public educational institutions and centers that are not large enough or have insufficient capacity, but they still try every way to sign contracts, provide services, and coordinate with public schools, leading to insufficient capacity and lack of good, qualified teachers who meet requirements, affecting the overall quality of education in the city. "The Department will resolutely handle and rectify these cases, so that Ho Chi Minh City has a good educational environment, ensuring fairness and equality in the city's educational development," Mr. Hieu emphasized.
