Assignment of emergency duty outside hospital
Deputy Minister Tran Van Thuan said that this request aims to strengthen the assurance of medical examination, treatment, and traffic accident emergency care during the holidays, while effectively implementing Official Dispatch No. 39/CD-TTg dated April 17, 2025 of the Prime Minister on ensuring traffic order and safety to serve people's travel needs during the April 30 - May 1 holidays and the peak summer tourism season in 2025.
Accordingly, the Ministry of Health requires medical facilities to ensure full on-duty at 4 levels: leadership on-duty, professional on-duty, administrative - logistics on-duty, and security - self-defense on-duty.
Organize emergency care and medical examination and treatment well, ensure that all emergency patients are examined and treated, and do not refuse or delay emergency treatment. If the medical facility is not in the same line or specialty, it is necessary to provide initial emergency treatment and stabilize the patient and his/her family before transferring to another medical facility.
Assign permanent emergency staff to be ready and promptly respond to mass accident emergencies, serious traffic accidents, and mass disasters...
At the same time, ensure food hygiene and safety, prevent food poisoning, drowning, stampedes... warn of accidents at places with high tourist concentrations.

Ensure 24/7 hotline
Medical facilities must also ensure a 24/7 hotline is available to direct, coordinate, support, and respond when necessary.
In case of special developments such as disaster emergency, mass accidents, food poisoning and other special cases, units must urgently report to the direct management agency via hotline, and promptly report in writing about the special developments for timely resolution.
According to the request of the Ministry of Health, medical examination and treatment facilities must report online at 8:00 a.m. every day (from April 29 to May 4, 2025) on daily data on medical examination and treatment, traffic accident emergency on the website of the Department of Medical Examination and Treatment Management, Ministry of Health. In cases where there is no medical examination and treatment data, medical facilities must still send reports.
For deaths (including deaths on the way to medical facilities, severe deaths requiring home discharge) suspected of being caused by traffic accidents, the Ministry of Health requires medical facilities to report separately to the Cause of Death Management Subsystem on the Medical Examination and Treatment Management Information Portal according to the Ministry of Health's instructions.
Professional management agencies (Department of Health, Health of ministries and branches) are responsible for urging and synthesizing daily online reports from April 29 to May 4.
The Ministry of Health requests that units enhance their sense of responsibility and proactively implement all of the above contents to ensure medical work during the holiday for people.
