Breakthrough opportunities from special policies

Resolution 72 stipulates piloting a number of specific mechanisms and policies on state financial and budget management; decentralization of state management in the field of planning; incentives to attract investment; incentives for experts, scientists and people with special talents.

Based on the resolution, Dak Lak province and Buon Ma Thuot city have issued an implementation plan, promptly putting the resolution into practice, initially achieving some remarkable results. Specifically, regarding the mechanism and policy on the outstanding loan balance of Dak Lak province, the city has actively and proactively coordinated and advised the Provincial People's Committee to propose the Government to approve the ODA loan project for the Urban Development Project in the Eastern region and along the Ea Nao - Ea Tam stream corridor, with a total expected investment of more than 8,000 billion VND, of which the loan capital is more than 3,638 billion VND, the rest is local counterpart capital, the project implementation period is from 2026 - 2031. When the investment project is completed, it will be a highlight, creating a new development space for the city, forming urban areas, commercial service centers along the stream corridor...

The East-West Road of Buon Ma Thuot City (now Vo Nguyen Giap Street) is a key project of the city and will be put into use from the end of October 2023.

Regarding the mechanism and policy for allocating an additional 45% of the regular expenditure norm, the Provincial People's Council has decided in the revenue and expenditure estimates for the Buon Ma Thuot City budget from 2023 to the end of 2027, each year more than 336 billion VND is allocated. In 3 years (2023 - 2025), the city budget will be supplemented with an increase of more than 1,000 billion VND from this policy. From this source of funding, the city has focused on implementing key tasks: investing in completing the target of building 8 communes meeting the criteria of advanced new rural communes, 2 communes meeting the criteria of model new rural communes; renovating, upgrading and adding more than 406 classrooms..., contributing to completing and exceeding the targets set in the resolution.

Resolution No. 72/2022/QH15 dated November 15, 2022 of the 15th National Assembly on piloting a number of specific mechanisms and policies for Buon Ma Thuot City officially takes effect from January 1, 2023.

Regarding the mechanism and preferential policies on corporate income tax, the city has proactively reviewed land funds and coordinated with provincial departments and branches to organize conferences to promote and advertise the conditions and incentives of this mechanism to large domestic and foreign enterprises to call for interested investors to participate.

Regarding mechanisms and preferential policies for experts, scientists, and special talents, the city has developed a project to organize the implementation of regulations on preferential policies and criteria for identifying subjects in fields that need to be attracted.

Most recently, the Politburo has agreed in principle to allow localities after the merger to continue implementing the specific mechanisms and policies that the National Assembly had allowed to be implemented for localities before the merger. Accordingly, the new communes and wards corresponding to the area of ​​Buon Ma Thuot City will also enjoy the specific mechanisms and policies that have been allowed to be implemented for Buon Ma Thuot City at present. Maintaining the specific policies and mechanisms for the new communes and wards after the merger is very necessary to avoid policy disruption during the merger period. At the same time, it will support the city's major programs such as new planning, infrastructure investment, digital transformation and smart urban development.

Along with the initial results of the specific mechanisms and policies, in the 2020 - 2025 term, the People's Committee of Buon Ma Thuot City has focused on synchronously and effectively implementing the tasks and solutions set out at the beginning of the term.

Reporting on the results of the meeting to celebrate the 50th anniversary of Buon Ma Thuot Victory held in early March 2025, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Buon Ma Thuot City Vu Van Hung informed that up to now, most of the main targets set by the Resolution of the 15th City Party Congress have been achieved as planned. Specifically, the economy has grown quite well, the average production value in the period of 2021 - 2025 reached 13.51% (the resolution set 13.19%); the economic scale has been expanded, contributing increasingly to the socio-economic development of the city and the province, estimated to reach 66,899 billion VND by the end of 2025 (1.88 times higher than in 2020). Average production value per capita reached 229 million VND (1.8 times higher than in 2020, 1.04 times higher than the resolution target of 220 million VND). Total budget revenue is estimated at 11,309 billion VND (1.2 times higher than the previous term), total mobilized social investment capital in 5 years is estimated at 125,354 billion VND (1.94 times higher)...

In recent years, private enterprises in the area have continued to develop, contributing to socio-economic growth. By 2025, 5,061 enterprises have registered for business licenses, with a registered charter capital of VND 27,163 billion (an increase of 2,237 enterprises compared to the beginning of the term); 17,127 newly established and stably operating business households (an increase of 6,102 households compared to the beginning of the term), with a registered charter capital of nearly VND 500 billion.

Sharing about the achievements in the 2020 - 2025 term and the results of the first years of piloting special policies and mechanisms, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Buon Ma Thuot City Vu Van Hung said that to achieve the above results, in addition to the support from the Central Government, there is also the attention of the Provincial Party Committee, People's Council and Provincial People's Committee; the consensus and determination of the Party Committee, government and people of all walks of life in the city. Especially the development foundations have been painstakingly built by many generations of city leaders over many terms. Buon Ma Thuot City is gradually affirming itself as a large urban area among the provincial urban areas, a regional center in a number of fields such as education, health, finance and banking, etc.
