Speed ​​up disbursement of capital for basic construction

According to records in Cau Ke and Tieu Can districts, the total construction investment capital of the two localities is currently over 619 billion VND/89 projects. The expected disbursement rate by June 2025 is over 60%.

In Cau Ke district, 54 projects have been implemented (31 transitional projects, 23 newly started projects); of which, 35 projects have reached 100%, 05 projects have reached 50 - 98%, 06 projects have reached below 50%; 08 projects are being bid (of which, 01 project is managed by the province and 07 projects are managed by the district, likely not to be completed and put into use before June 30, 2025). Regarding the implementation of the 2025 public investment plan disbursement (as of May 8, 2025), 40/126 billion VND has been achieved, reaching 31.91% of the plan.

Comrade Dieu Hung Thang, Vice Chairman of Cau Ke District People's Committee, said: The locality will focus on accelerating the completion of projects and disbursing capital sources; accordingly, by June 30, 2025, it is striving to disburse 96/126 billion VND, reaching about 76% of the plan. For projects, capital projects decentralized to the district for management and district-level capital for new communes, there are 08 projects proposed to competent authorities for permission to hand over to new communes (after the merger) with a capital plan of over 80 billion VND.

In Tieu Can district, there are currently 35 projects (19 newly started projects, 16 transitional projects), with a capital plan of over 493 billion VND; of which, 4/35 projects (2 newly started projects, 2 transitional projects) are managed by the province, with a capital plan of over 395 billion VND.

Comrade Tran Hoang Vu, Director of the Management Board of Traffic Construction Investment Projects of Tra Vinh province, said: Currently, in Tieu Can district, there are 04 projects implemented by the Management Board (including: District Road 6, Investment Project to upgrade and expand Provincial Road 915; Eastern Ring Road Project; Northwest - Southeast Axis Road Project). For District Road 6, the total investment capital is 118 billion VND, expected to disburse 94% by the end of June 2025 (land clearance costs and construction costs). Provincial Road 915, with a capital allocation of 201 billion VND in 2025, will start construction in July 2025...

Comrade Nguyen Minh Mau, Vice Chairman of Tieu Can District People's Committee, said: Currently, the district is implementing 31 projects (17 newly started projects, 14 transitional projects) with a capital plan of 98.6 billion VND. In the first 4 months of 2025, the disbursed capital sources have all reached 46% or more. It is expected that by the end of May 2025, the district will disburse over 87.1% of the capital plan.

Of which, for the balanced capital source from the local budget, the estimated disbursement by May 31, 2025 is 19.3 billion VND, reaching 99.99% of the assigned capital plan. Lottery capital (assigned capital of 156.8 billion VND), is expected to disburse 94.14% of the assigned capital plan. National Target Program capital, is expected to disburse 6,279 billion VND, reaching 72.81% of the assigned capital plan...

To focus on implementing the disbursement progress as directed by the Chairman of the Provincial People's Committee Le Van Han, accordingly, investors with new projects must urgently complete the procedures, organize the selection of construction contractors, and speed up the progress to ensure the disbursement of all assigned capital plans. Investors must proactively urge construction contractors to speed up the construction progress; in case the construction contractor is behind schedule compared to the signed contract due to subjective reasons, it must be strictly handled according to the contract terms before submitting to the competent authority for contract extension (if any).

For projects that have not yet met the conditions for the 2025 capital plan, investors are requested to urgently complete project investment procedures and submit them to the competent authority for approval of the Project Investment Decision. After receiving the Project Approval Decision from the competent authority, send the official document to the Department of Finance to synthesize and advise the Provincial People's Committee to consider and submit to the Provincial People's Council to allocate detailed capital for the projects at the nearest Provincial People's Council meeting.

Chairmen of the People's Committees of districts, towns and cities direct specialized departments to hand over project dossiers of provincial capital management to the Provincial Project Management Boards for continued implementation in accordance with documents of competent authorities. At the same time, direct specialized departments and People's Committees of communes, wards and towns to review and complete the archiving of completed projects that have settled debts; prepare to receive and hand over project dossiers in progress for district-level capital management in a timely manner, without interrupting payment and construction.

Coordinate with relevant sectors to review and transfer capital from slow-disbursing projects and projects that are unlikely to fully disburse capital by the end of the year to projects in need of additional capital to speed up progress and pay for completed volume according to actual progress.
