The Ministry of Health proposes a number of regulations related to the arrangement of administrative units at all levels and the construction of a 2-level local government organization model under the state management scope of the Ministry of Health in the field of Disease Prevention.

Point d, Clause 1, Article 4 of Circular No. 34/2018/TT-BYT dated November 12, 2018 of the Minister of Health detailing a number of articles of Decree No. 104/2016/ND-CP dated July 1, 2016 of the Government regulating vaccination activities stipulates: d) For vaccines in the expanded immunization program: In addition to implementing the provisions at Points a, b, c, d of this Clause, there must be a device to warn of cold room temperature, an automatic log recording the temperature for vaccine storage warehouses in the expanded immunization program of the central and regional levels; there must be a thermometer and an electronic freezing indicator for vaccine storage warehouses or refrigerators at the provincial and district levels; there must be a thermometer for refrigerators, cold boxes or vaccine thermos at the commune level.

In the draft, the Ministry of Health proposed to amend Point d, Clause 1, Article 4 of Circular No. 34/2018/TT-BYT according to the plan to arrange and reorganize medical facilities at district, county and town levels in Official Dispatch No. 2147/BYT-TCCB as follows:

d) For vaccines in the expanded immunization program: In addition to implementing the provisions at points a, b, c, d of this clause, there must be a device to warn of the cold room temperature, an automatic log recording the temperature for the vaccine storage warehouse in the expanded immunization program of the central and regional levels; there must be a thermometer and an electronic freezing indicator for the vaccine storage warehouse or refrigerator of the Provincial Center for Disease Control and the Regional Health Center; there must be a thermometer for the refrigerator, cold box or vaccine thermos of the Commune Health Station.

Regarding vaccine transportation, according to the provisions of Clause 3, Article 6 of Circular No. 34/2018/TT-BYT: Vaccines in the expanded immunization program must have their temperature monitored by thermometers and electronic freezing indicators, and the temperature must be recorded throughout the transportation process for central, regional and provincial routes. For district and commune routes, the temperature must be monitored throughout the transportation process by thermometers.

In the draft, the Ministry of Health proposed the following amendments: Vaccines in the expanded immunization program must have their temperature monitored by thermometers and electronic freezing indicators, and their temperature must be recorded during transportation for central, regional and provincial levels. Regional health centers and commune health stations must monitor their temperature during transportation by thermometers.

Periodic reporting process and time

Regarding the process and time of periodic reporting, for vaccines in the Expanded Immunization Program, Point a and Point b, Clause 1, Article 19 of Circular No. 34/2018/TT-BYT stipulate: Vaccination facilities: report to the District Health Center before the 5th of the following month for monthly reports, the 5th of the first month of the following quarter for quarterly reports, before January 15 of the following year for annual reports.

District health center: report to the Center for Disease Control before the 10th of the following month for monthly reports, the 10th of the first month of the following quarter for quarterly reports, before January 25 of the following year for annual reports.

In the draft, the Ministry of Health proposed to amend as follows: Vaccination facilities: report to the Regional Health Center before the 5th of the following month for monthly reports, the 5th of the first month of the following quarter for quarterly reports, and before January 15 of the following year for annual reports.

Regional Health Center: report to the Center for Disease Control before the 10th of the following month for monthly reports, before the 10th of the first month of the following quarter for quarterly reports, before January 25 of the following year for annual reports.

Information management process for HIV-infected people who died

The draft also proposes to amend Article 10 of Circular No. 07/2023/TT-BYT dated April 4, 2023 of the Minister of Health guiding the process and methods of HIV/AIDS epidemiological surveillance and surveillance of sexually transmitted diseases as follows:

1. After receiving information about the death of an HIV-infected person in the locality, the Commune Health Station shall coordinate with the judicial officer of the commune where the deceased HIV-infected person lives or is a permanent resident, responsible for collecting the information specified in Appendix 3 issued with this Circular to the HIV-INFO system or sending it in writing to the provincial HIV/AIDS epidemic surveillance agency.

2. After receiving information about the death of an HIV-infected person, HIV/AIDS surveillance agencies at all levels shall assign focal points for HIV/AIDS surveillance to manage and use information to serve HIV/AIDS epidemiological surveillance according to their functions and tasks.
