At the reception, Prime Minister Pham Minh Chinh welcomed the first bipartisan delegation of Congressmen to visit Vietnam this year, highly appreciating the significance of the visit in the year marking the 30th anniversary of the establishment of Vietnam-US diplomatic relations. The Prime Minister affirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, openness, multilateralization, diversification of relations, and a "four no's" defense policy; emphasizing the policy of building an independent, self-reliant economy associated with proactive, active, deep, substantive and effective international integration. In that policy, Vietnam attaches importance to the Comprehensive Strategic Partnership with the United States, sincerely hoping that the relationship between the two countries will maintain a positive development momentum, become increasingly substantive, and go into depth.
The Prime Minister informed the delegation about Vietnam's important development orientations, affirming that Vietnam identifies the private economy as the most important driving force, science and technology, innovation, digital transformation, and green transformation as strategic breakthroughs in the country's new development stage, aiming to become a developing country with modern industry and high middle income by 2030 on the occasion of the 100th anniversary of the founding of the Communist Party of Vietnam ; a developed country with high income by 2045, on the occasion of the 100th anniversary of the founding of the country.

The Prime Minister expressed his joy and appreciation for the development of bilateral relations in recent times, appreciated the US's support for a "strong, independent, self-reliant and prosperous" Vietnam, welcomed the US's continued efforts to overcome the consequences of war, and suggested that the US increase technology transfer in bilateral economic, trade and investment cooperation.
The Prime Minister asked Mr. John Moolenaar and US congressmen to continue to pay attention to and support the development of relations between the two sides, including considering removing Vietnam from the strategic export control list (D1-D3) and promoting the process of considering the recognition of Vietnam's market economy status.

Regarding the tariff issue, Prime Minister Pham Minh Chinh suggested that during the negotiation process, the US should pay attention to Vietnam's specific conditions and circumstances, have a more balanced approach, and aim for sustainable, healthy and stable trade relations, bringing practical benefits to businesses and people of the two countries.

Congressman John Moolenaar, Head of the Delegation, and other members of the Delegation thanked Prime Minister Pham Minh Chinh for taking the time to receive the Delegation, expressing their impressions of the strong development of Vietnam and the Vietnam-US relationship over the past 30 years. Mr. Moolenaar and other members of the Delegation affirmed that Vietnam is an important partner of the United States in the region, affirming that the promotion of positive development of Vietnam-US relations has received bipartisan support in the US Congress; and thanked the Vietnamese leaders for their attention to the development of the relationship between the two countries.
Mr. John Moolenaar and the members of the delegation agreed with the Prime Minister's assessment of the importance of the Comprehensive Strategic Partnership framework, reaffirming that the United States will continue to play an active role in cooperation and support Vietnam in achieving its strategic development goals. Congressman Moolenaar and the members of the delegation pledged to make efforts to promote bilateral relations and cooperation, including economic-trade relations and tariff negotiations between the two countries.
