Hai Phong City People's Council resolved many important contents.

Comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City attended the meeting.

Opening the Session, Comrade Le Van Hieu, Chairman of the Hai Phong City People's Council emphasized: With the spirit of innovation, improving the quality and efficiency of operations, and the motto of proactiveness - flexibility - companionship - sharing responsibility, the Standing Committee of the City People's Council organized this Session to continue perfecting mechanisms and policies, improving implementation efficiency, removing difficulties and obstacles in the process of operating the 2-level local government model; thereby creating a favorable legal corridor, contributing to promoting fast and sustainable socio -economic development, meeting the expectations of businesses, voters and people of the whole city.

The meeting reviewed, discussed and decided on many important contents, focusing on 3 main groups of issues: Reviewing and deciding on 5 contents according to the law, related to the system of legal documents; organization and operation of State financial funds; public investment plan; content, expenditure levels in the education sector and regimes and policies for people working in special associations; list of land acquisition to facilitate site clearance to serve the implementation of key projects, especially strategic infrastructure works of the city.

In addition, it is necessary to consider and decide on 9 contents to concretize Resolution No. 226 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city; consider perfecting the personnel of a number of leadership positions of the People's Council and People's Committee of the city.

At the Session, the City People's Council delegates promoted their intelligence, upheld their sense of responsibility, focused on research, discussion, and contributed opinions to the contents presented at the Session and unanimously voted to pass 21 resolutions.

Including 2 resolutions on personnel work: Electing to fill the position of Vice Chairman of the City People's Council (term 2021-2026) for comrade Dao Trong Duc (Chief of the Office of the Hai Phong City Party Committee); electing to fill the position of Vice Chairman of the City People's Committee (term 2021-2026) for comrade Le Trung Kien (Head of the Hai Phong Economic Zone Management Board) and comrade Vu Tien Phung (Director of the Hai Phong Department of Home Affairs).

Hai Phong city leaders congratulated the comrades elected by the Hai Phong City People's Council to hold the positions of Vice Chairman of the City People's Council and Vice Chairman of the City People's Committee (term 2021-2026) at the Session.

In addition, the Session also passed 19 resolutions, including resolutions to promote start-ups, develop science, technology, innovation and creativity such as the Resolutions: Regulations on criteria, conditions, procedures and procedures for tax incentives for start-ups, innovation, semiconductors and artificial intelligence in Hai Phong city; Regulations on methods, conditions, contents, levels and procedures for non-refundable support from the city budget for organizations and individuals carrying out science and technology activities, innovation and start-ups in the city; Regulations on human resource development policies in the field of semiconductors and artificial intelligence in Hai Phong city for the period 2025 - 2030; Regulations on contents, levels, time, criteria and subjects eligible for land incentives for science and technology enterprises in the city; Approve the Project to establish Hai Phong City Venture Investment Fund and stipulate the organization and operation mechanism of the Venture Investment Fund, responsibilities for inspection, supervision and reporting of implementation results.
