Regional Social Insurance changed its name to Provincial Social Insurance

Vietnam Social Security proposes to change the name of Regional Social Security to Provincial Social Security. At the same time, proposes a plan to arrange Basic Social Security at Provincial Social Security.

Regional Social Insurance changed its name to Provincial Social Insurance

Headquarters of Ho Chi Minh City Social Insurance Agency (Tan My Ward, Ho Chi Minh City).

Vietnam Social Security has issued Official Dispatch No. 1521/BHXH-TCCB on the implementation of Decision No. 2286/QD-BTC dated June 30, 2025 of the Minister of Finance amending and supplementing a number of articles of Decision No. 391/QD-BTC dated February 26, 2025 stipulating the functions, tasks, powers and organizational structure of Vietnam Social Security (amended and supplemented by Decision No. 1733/QD-BTC dated May 12, 2025 and Decision No. 1892/QD-BTC dated May 30, 2025 of the Minister of Finance ).

Accordingly, Vietnam Social Security requests Heads of units under Vietnam Social Security at the Central level; Directors of regional Social Security to carry out the following tasks:

Firstly, for regional social insurance, proactively ensure the best conditions for facilities, equipment, information technology, change the digital certificate of the account holder, chief accountant according to the new legal entity to serve the unit's operations before and after changing the name of regional social insurance to social insurance of provinces and centrally-run cities (provincial social insurance) to ensure smooth, stable operation, without interruption in serving people and businesses.

Implement the change of name of regional Social Insurance to provincial Social Insurance. At the same time, immediately implement the procedure to change the seal and notify the change of name for provincial Social Insurance.

While waiting for the competent authority to decide on the arrangement and reorganization of the grassroots social insurance system (from now until September 30, 2025), the names of social insurance units of districts, towns, cities under provinces and centrally run cities (collectively referred to as district-level social insurance) and inter-district social insurance will be changed to Grassroots Social Insurance to unify identification, ensure systematicity and convenience in updating and managing data to serve the performance of tasks.

Implement the change of name of regional Social Insurance to provincial Social Insurance. At the same time, immediately implement the procedure to change the seal and notify the change of name for provincial Social Insurance.

The grassroots social insurance agency shall proactively carry out the procedures for changing the seal and at the same time notify the relevant agencies and units of the name change after the Vietnam Social Security issues an official document on the name change according to current regulations.

The Director of the Provincial Social Insurance continues to assign the affiliated grassroots Social Insurance to continue to perform the task of organizing the implementation of social insurance and health insurance regimes and policies; managing social insurance, unemployment insurance, and health insurance revenues and expenditures in communes, wards, and special zones (collectively referred to as commune level). The Provincial Social Insurance reports data on natural area, population, and expected number of participants and social insurance, unemployment insurance, and health insurance revenues and expenditures in 2025 in each commune-level administrative unit under the management of the Provincial Social Insurance.

The Director of the Provincial Social Insurance issues a Decision to change the title of the department-level management officer, the grassroots social insurance officer and the Chief Accountant or the person in charge of accounting of the grassroots social insurance officer of the unit to match the new name and organizational structure of the Provincial Social Insurance officer, the grassroots social insurance officer; the time for considering reappointment (if any) is determined as follows:

For department-level managers, grassroots social insurance and Chief Accountants or accounting officers of grassroots social insurance who have implemented the new organizational structure, the time for re-appointment consideration is calculated from the date of appointment decision according to the current position;

For social insurance management officers at the grassroots level and Chief Accountants or accounting officers of social insurance at the grassroots level who have not yet been reorganized according to the new organizational structure, the time for consideration of reappointment is calculated from the date of the appointment decision according to the position at the time before June 1, 2025 (not including cases that have been assigned to continue performing assigned duties and tasks).

The Director of the Provincial Social Insurance is responsible for unifying the leadership and the Provincial Social Insurance Party Committee to review, arrange, and restructure the staff and employees in the professional departments and affiliated grassroots social insurance agencies. Specifically:

As soon as possible, review and develop a plan to arrange and restructure the team of deputy managers at the professional departments and affiliated grassroots social insurance to ensure that the management and operation of each affiliated unit meets the requirements of the task; especially prioritize the addition of deputy managers at the grassroots social insurance, and report to the Vietnam Social Insurance for consideration and approval.

Review and restructure the staff of non-management officers and employees in functional departments, arrange and mobilize to strengthen the grassroots social insurance to ensure streamlining, in accordance with the professional qualifications of officers and employees, ensuring to meet the requirements and assigned tasks.

Regional Social Insurance proposes a plan to arrange basic Social Insurance at provincial Social Insurance.

Based on the number of district-level social insurance and inter-district social insurance specified in the Appendix attached to Decision No. 46/QD-BHXH dated March 6, 2025 of the Director of Vietnam Social Security, the provincial Social Security develops a plan to arrange grassroots social insurance under the provincial Social Security.

The arrangement ensures a harmonious structure and scope of management according to regional characteristics (rural, urban, island, mountainous, highland, border, plain, ethnic minority areas) and criteria on natural area, population size, scale of management of participants and beneficiaries of social insurance, unemployment insurance, health insurance policies, scale of revenue and expenditure of social insurance, unemployment insurance, health insurance; at the same time, ensuring savings and avoiding waste in terms of facilities (headquarters, existing working equipment of the former district-level social insurance).

Second, based on the assigned functions and tasks, the heads of units under the Vietnam Social Security at the Central level review, advise, and submit to the Leaders of Vietnam Social Security to issue Business Processes, decentralize management; decentralize the application of information technology associated with digital transformation to ensure the organization and operation of Vietnam Social Security at 3 levels (Central, provincial, and grassroots levels) according to the new organizational model.

Third, the Personnel Organization Board is responsible for advising and submitting to the Director of Vietnam Social Security to issue documents replacing or amending and supplementing decisions regulating the functions, tasks, powers and organizational structure of regional Social Security consistent with provincial administrative units; functions, tasks, powers and organizational structure of departments under provincial Social Security and grassroots Social Security. Deadline for submission is before July 15, 2025.

At the same time, submit to the Director of Vietnam Social Security to issue a Decision to change the title of Director, Deputy Director, Chief Accountant or person in charge of accounting of the regional Social Security to suit the new organizational structure; the time for considering reappointment (if any) is calculated from the date of the appointment decision according to the current position.

During the implementation process, if there are any problems, promptly report to Vietnam Social Security (through the Personnel Organization Department) for consideration and resolution.

Previously, according to Decision 391/QD-BTC of the Minister of Finance effective from March 1, 2025, the regional social insurance under the Vietnam Social Security is organized into 35 regions, with 35 headquarters located in localities.

Social insurance of districts, towns, cities under provinces, centrally run cities, inter-district social insurance (generally called district-level social insurance) belongs to regional social insurance.
