The National Center for Hydro-Meteorological Forecasting said that at noon on October 20, the storm's center was about 460 km east-northeast of Hoang Sa special zone, with the strongest wind speed of 88 km/h, level 9, gusting to level 11, moving northwest at a speed of 25 km/h.
It is forecast that by tomorrow morning (October 21), the storm will be 180 km from Hoang Sa special zone, level 11, gusting to level 13, moving west-northwest, then changing direction to southwest due to interaction with cold air, speed 20 km/h.
At 7am on October 22, the storm was in the northwest sea of Hoang Sa special zone, with the strongest wind at level 10-11, gusting to level 13 and keeping southwest direction at a speed of 10 km/h. One day later, the storm was in the sea from Hue to Quang Ngai , the wind reduced to level 8, gusting to level 10.

The Japan Meteorological Agency said that storm No. 12 (Fengshen) currently has winds of 83 km/h and will reach a peak of 108 km/h on October 21 before gradually weakening as it approaches land. Hong Kong Radio said that the storm's winds will gradually decrease to 105 km/h, and will be around 75 km/h when entering the sea area between Da Nang and Quang Ngai. The storm's impact will be strong winds of level 7-11 in the northern East Sea, including the Hoang Sa special zone, with waves of 3-7 m high; ships operating in the dangerous area are likely to be severely affected.
The National Center for Hydro-Meteorological Forecasting said the storm is still far away and there is no specific forecast on rainfall, but the storm circulation combined with cold air, East wind disturbances and terrain effects will cause heavy rain lasting about 6 days, from October 22 to 27, in the Ha Tinh - Quang Ngai area.
The meteorological agency recommends that localities need to prepare response plans for flood scenarios on the Quang Tri - Quang Ngai rivers that could reach and exceed alert level three (the most dangerous level) along with the risk of landslides and flash floods.
Also on the morning of October 20, the Department of Hydrometeorology (Ministry of Agriculture and Environment) held an online meeting on forecasting storm Fengshen. At the meeting, Director of the Department of Hydrometeorology Nguyen Thuong Hien directed units to study the storm circulation combined with cold air causing heavy rain. Mr. Hien requested the National Center for Hydrometeorological Forecasting and units to clarify forecast information on the expected time of storm arrival, the scope of the storm's impact; relevant units urgently collect, synthesize, and update information on the current status of reservoirs (currently, there are 218 reservoirs in the river basins that are at full capacity); coordinate with irrigation management agencies and reservoir operating units to review and update inter-reservoir operating procedures, ensuring the provision of complete and timely data for forecasting, warning, and directing safe and effective water discharge.
