Closing of the Scientific Workshop on Management and Development of the UNESCO-Recognized Heritage City of the Ancient Capital on Institutional Creation Theory and Local Action

After a period of urgent, serious and effective work, the Scientific Workshop "Management and development of the UNESCO-listed ancient capital heritage city - Theoretical awareness, institutional creation and local action" received many enthusiastic, responsible and frank comments with many good ideas and initiatives, valuable both scientifically and practically.

Speaking at the conclusion of the workshop, comrade Tran Ngoc Chinh, Chairman of the Vietnam Urban Development Planning Association, emphasized that this is an important workshop aiming to build a Millennium Heritage City according to the wishes, desires and aspirations of Ninh Binh province as well as the policies of the Politburo and the Central Government.

Comrade Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning and Development Association, delivered a closing speech at the Workshop.

The workshop was attended by more than 200 domestic and international managers and scientists. After a day of serious work, the responsibility has achieved remarkable results. Opinions focused on 4 groups of issues: Management and development of the UNESCO-listed ancient capital heritage city; theoretical awareness; institutional creation; local action.

The Chairman of the Vietnam Urban Development Planning Association affirmed: Through the Workshop, we have a clearer view of the values of Trang An World Cultural and Natural Heritage and the goals to achieve, especially, implementing the direction of the Prime Minister at the Conference on Announcing the Planning of Ninh Binh Province for the period 2021-2030, with a vision to 2050, Ninh Binh needs to have a good plan and direction to promote all the values of the heritage, serving the goal of building a millennium heritage city.

The process of planning and constructing Ninh Binh urban area needs to take into account regional connectivity, ensuring consistency with the planning of the Red River Delta region, thereby creating more advantages for Ninh Binh to develop in the future. The workshop also clarified issues of awareness and theory about Heritage Urban in terms of development form, scale, architecture and importantly, the workshop answered the question of how to blend culture and nature to develop into a millennium heritage urban area in the future.

Comrade Doan Minh Huan, Member of the Party Central Committee, Secretary of the Provincial Party Committee delivered a concluding speech at the Workshop.

Concluding the workshop and directing the implementation of tasks, comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee, summarized some views of scientists on heritage cities, including the heritage of the ancient capital. He said that it is necessary to have a concept of heritage cities specifically for Vietnam, according to objective requirements from practice, to maximize national and ethnic interests, reflecting the diversity of heritage cities.

In terms of law, it is necessary to soon adjust and add more criteria for heritage cities, avoiding the current situation of only having general and single criteria for cities, lacking a diverse view of cities according to function, including heritage functions, when building criteria for centrally-run cities.

The workshop also clarified the nature of Trang An heritage, which is a mixed heritage including landscape heritage, architectural heritage, intangible heritage, historical status heritage, all of which blend together in a very special, unique and valuable way. On that basis, Ninh Binh hopes to have appropriate mechanisms and policies for Ninh Binh to fulfill its mission of preserving heritage for the nation, the country and humanity.

Agreeing with the opinions of scientists and experts, building a heritage city and becoming a centrally-run city is a challenging task, so the Provincial Party Secretary hopes to receive the companionship, support and advice of central departments, ministries, branches and scientists.

To address the biggest barrier of awareness, the immediate task is to develop programs and open training courses for officials to have full awareness of urban areas and urban management. Based on planning, mechanisms and policies, the province will focus on orienting the development of tourism, cultural industry, entertainment industry, startup centers, and high-tech industry to create products with high added value, forming an ecosystem to realize the goal of building a centrally-run city.
