Closing the 22nd session of the 15th Provincial People's Council

Attending the closing session were: Comrade Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Also attending were members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, the Provincial Committee of the Vietnam Fatherland Front, the Provincial Delegation of the National Assembly; members of the Provincial People's Council; leaders of provincial departments, agencies, and organizations; leaders of the People's Councils, Chairmen of the People's Committees, and Chairmen of the Vietnam Fatherland Front Committees of districts and cities; and representatives of voters at the grassroots level.

At the beginning of the session, delegates discussed the reports, presentations, and draft resolutions in the assembly hall. Through the discussion, delegates highly appreciated the focused and decisive leadership, and the close coordination between the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and the Standing Committee of the Vietnam Fatherland Front Committee of the province in preparing for the session. Accordingly, the session was conducted proactively, systematically, responsibly, and seriously; documents were sent to delegates early; the reports, presentations, and draft resolutions were meticulously prepared, of high quality, concretizing the leadership and guidance of the Central Committee, the Provincial Party Committee, and the Provincial Party Standing Committee, while basically ensuring compliance with legal regulations. Delegates generally agreed with the reports and draft resolutions presented at the session.

The delegates unanimously agreed with the assessment of the results achieved in implementing the socio-economic development plan for the first six months of the year and the key tasks for the last six months of 2024. However, the delegates suggested a more specific assessment of the results achieved in agricultural production; the addition of some shortcomings that have hindered the attraction of large-scale projects in terms of investment capital, labor force, and the potential to generate high budget revenue; and the addition of the following contents to the tasks for the last six months of 2024: Organizing the thorough and effective implementation of Directive No. 35-CT/TW of the Politburo on the Party Congresses at all levels leading to the 14th National Congress of the Party and related documents.

Directing the development of a plan for organizing and implementing the Provincial Planning approved by the Prime Minister in Decision No. 218/QD-TTg dated March 4, 2024, on approving the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050. Directing and strengthening decisive measures to collect budget revenue, especially from sources with significant potential; reviewing outstanding debts for basic construction projects and developing a plan to gradually settle these debts. Continuing to strengthen and promote administrative reform, building a digital government and digital economy ; continuing to pay close and decisive attention to the rearrangement of district and commune-level administrative units; focusing on attracting large projects, building high-end hotel and resort complexes combined with water parks, entertainment areas, and shopping areas; strengthening tourism management…

Regarding the draft resolutions, after discussion, the majority of delegates agreed with the proposed improvements to the draft resolutions as stated in the report on the results of the review by the Provincial People's Council Committees.

Speaking at the plenary session, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, respectfully thanked the delegates of the Provincial People's Council for their agreement and consensus on the contents presented by the Provincial People's Committee at the session; and for the responsible, insightful, and thorough discussion and attention of the delegates of the Provincial People's Council.

People's Council
Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivered a speech during the discussion in the assembly hall.

The comrade provided information, exchanged views, and clarified further the questions raised and issues discussed in the group and plenary sessions. It was emphasized that during the question-and-answer session, two groups of issues concerning OCOP products and the organizational structure and implementation of the autonomy mechanism for public service units under the Health sector were of particular interest to the delegates. These issues were fully explained by the Directors of the Departments and the Vice Chairmen of the Provincial People's Committee in charge of the relevant fields, and were concluded and unanimously directed by the Chairman of the Session. In the coming time, the Provincial People's Committee will strengthen guidance, inspection, and evaluation of product quality, promote the role of the people and businesses in ensuring the quality of OCOP products; and develop policies to attract human resources for the Health sector, especially at grassroots health units…

During the discussion clarifying the goals and tasks to be implemented in the last six months of the year, the Chairman of the Provincial People's Committee stated: According to the Provincial People's Council Resolution, the target for economic growth in 2024 is 7.6%. The Provincial People's Committee has reported to the Standing Committee, the Provincial Party Committee, and the Provincial Party Executive Committee to strive for a higher growth target of 8% or more, aiming to reach the target of 8.5% set by the 22nd Provincial Party Congress. This is a very significant challenge, but the Provincial People's Committee remains steadfast in its set goals, determined to achieve the highest possible level and use this as motivation to find solutions and boost growth in various sectors. To achieve this goal, in the last six months of the year, the Provincial People's Committee will focus on implementing nine tasks and solutions for economic growth, linked to improving the quality of growth.

The Chairman of the Provincial People's Committee also discussed and clarified several issues of concern to the delegates related to attracting new projects, investing in transportation infrastructure to expand space and create new opportunities for development; and planning new generation industrial parks and urban service industrial parks along the East-West corridor to serve as a basis for attracting investment projects… At the same time, he affirmed that under the leadership and direction of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and with the unity and cooperation of the Provincial People's Council, the Provincial People's Committee is committed to striving to achieve the economic growth target of 8% or higher in 2024, and is determined to successfully implement the socio-economic development goals and targets for 2024 and the following years.

Comrade Bui Hoang Ha, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, delivered the concluding remarks at the discussion session in the assembly hall.

Concluding the discussion in the assembly hall, Comrade Bui Hoang Ha, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, acknowledged and highly appreciated the opinions expressed; and at the same time agreed with some of the suggestions from the delegates during the discussion, requesting the Provincial People's Committee to incorporate, supplement, and finalize the draft reports and presentations.

In a democratic spirit, at the session, the Provincial People's Council voted to approve 13 resolutions.

In his closing remarks at the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed: After nearly three days of diligent and serious work with a spirit of democracy and high responsibility, the 22nd session of the 15th Provincial People's Council has completed its agenda. At the session, the Provincial People's Council allocated sufficient time for delegates to discuss the Report on the socio-economic situation in the first six months of 2024 and the key tasks for the last six months of 2024 of the Provincial People's Committee; to consider reports from the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and relevant departments; to explain and respond to opinions and recommendations from voters and questions from delegates; and to discuss and approve 13 important resolutions, contributing positively to the socio-economic development of the province.
