In his closing speech, the National Assembly Chairman stated that after 6.5 days of urgent work, the 50th Session of the National Assembly Standing Committee had completed a huge amount of work in the final stage of preparation for the 10th Session, with 40 contents being considered and discussed directly at the session and a number of other contents being commented on and decided in writing.
The National Assembly Standing Committee reviewed and commented on 23 draft laws and resolutions, 7 contents on supervision, socio -economics, foreign affairs and personnel work to be submitted to the National Assembly at the next session; and gave final comments on the preparation work for the session. The National Assembly Party Committee Standing Committee and the Government Party Committee Standing Committee also met to unify the contents to be submitted at this session.

In addition, the National Assembly Standing Committee considered and approved 6 Resolutions within its authority, specific issues related to tax policy, budget allocation, organization of People's Councils, and election of People's Council deputies. The National Assembly Standing Committee also commented on the Government's Submission for comments on the draft Decree stipulating a number of specific policies for the development of the rocket industry; and the handling of land rental debt of public service units.
“The submitting and reviewing agencies demonstrated a high sense of responsibility, prepared carefully, and coordinated smoothly before presenting at the meeting; thanks to that, most of the basic contents achieved high consensus and unity,” the National Assembly Chairman emphasized.
Based on the conclusions of the National Assembly Standing Committee, the National Assembly Chairman requested the agencies to promptly receive and complete the dossiers and documents, ensure quality, and send them to the National Assembly deputies within the prescribed time. For the resolutions that have been voted and passed by the National Assembly Standing Committee, it is recommended to carefully review and submit them to the National Assembly Chairman for signature and certification for timely promulgation, especially the resolutions serving the upcoming election.
The National Assembly Chairman said that in just 3 days, the National Assembly will open its 10th Session; the amount of work to be presented at this session is particularly large; the meeting time is continuous and will last until mid-December. In addition, up to now, there are still 8 contents that have been included in the Session's agenda, but the agencies are still rushing to complete the documents, and the National Assembly Standing Committee has not yet commented.
Therefore, during the 10th Session, the National Assembly Standing Committee will continue to hold a number of meetings to review and comment on the contents of the Program and some other contents (if requested by the Government); at the same time, comment on the reception and revision of draft laws and resolutions before submitting them to the National Assembly for voting and approval.
The National Assembly Chairman stated that at the end of December, the National Assembly Standing Committee will also hold a meeting to review and decide on a number of tasks within its authority; at the same time, it is expected to arrange three Saturdays during the session to organize a Forum on law-making; the first National Assembly Patriotic Emulation Congress; and a Conference to disseminate information on election work.

The National Assembly Chairman requested the Government, the Supreme People's Court, ministries, branches and relevant agencies to urgently complete the dossiers and documents on the contents to promptly send to the National Assembly Standing Committee and National Assembly agencies, so as not to affect the progress and quality of the Session.
Along with that, the agencies of the National Assembly and the Office of the National Assembly are highly focused on serving the successful and effective organization of the 10th Session; maximizing the spirit of initiative and close coordination; strengthening discipline and order; ensuring that all contents submitted to the National Assembly are carefully prepared, have a solid political, legal and practical basis, and are approved by the National Assembly with a high approval rate.
The National Assembly Chairman added that in recent days, many localities across the country have suffered consecutive natural disasters, storms, floods, landslides, and widespread inundation, causing severe damage and greatly affecting people's lives. The National Assembly Standing Committee requested the Government, localities, and sectors to continue to focus resources and provide emergency support to damaged areas, restore production, stabilize people's lives; review and propose to improve policies and laws on natural disaster prevention and control, and climate change response, ensuring sustainable development.
At the same time, focus on solving the problems that General Secretary To Lam pointed out at the Government Party Congress, the Party Congress of Hanoi and Ho Chi Minh City (term 2025-2030), so that big cities and urban areas can completely solve the flooding situation during storms and floods; handle environmental pollution; traffic jams in urban areas...
At the closing session, the National Assembly Chairman also welcomed the serious spirit of the members of the National Assembly Standing Committee, the Government leaders, and ministries and branches; requested to continue to promote the spirit of high performance, ensuring the completion of preparations for the 10th Session; removing difficulties and obstacles, ensuring socio-economic development, growth in 2025 reaching 8% or more and double-digit growth in the 2026-2030 period.
