According to the Ministry of Health, two construction investment projects: Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Friendship Hospital are being implemented according to the policy approved in Decision No. 125/QD-TTg dated January 16, 2014 of the Prime Minister.

Although the two hospitals have completed more than 90% of the project since 2020, due to lack of handover procedures and problems arising during construction, the project has not been completed.

The goal is to invest in building central-level hospital facilities that meet modern standards, synchronized with advanced management and operation mechanisms; the level of medical examination and treatment is on par with advanced countries in the region;

The project is expected to be able to provide high-quality medical examination and treatment services; transfer medical examination and treatment technology and participate in human resource training; contribute to reducing overload at central hospitals and the situation of people having to go abroad for medical examination and treatment.

In recent times, the Government, the Prime Minister, and Deputy Prime Ministers have given many close instructions to remove difficulties and obstacles of the two projects.

The Ministry of Health has made efforts to preside over and coordinate with the Ministries of Construction, Justice, Planning and Investment, and Finance to develop a Project on mechanisms and solutions to handle difficulties and problems of the two projects and submit it to the Government.

In particular, the Ministry of Construction has closely coordinated with the Ministry of Health in developing a suitable handling mechanism, resolving difficulties and problems in adjusting the contracts of the two projects.

On February 13, 2025, the Government issued Resolution No. 34/NQ-CP on mechanisms and solutions to handle difficulties and obstacles in the Bach Mai Hospital 2 Facility Construction Investment Project and the Viet Duc Friendship Hospital 2 Facility Construction Investment Project, which proposed mechanisms and solutions to remove difficulties and obstacles and complete the construction investment in 2025, putting into use Facility 2 of Bach Mai Hospital and Facility 2 of Viet Duc Friendship Hospital to serve the people.

Immediately after the Government issued Resolution No. 34/NQ-CP, on the basis of closely following the objectives, viewpoints, principles, mechanisms and solutions to handle difficulties and obstacles mentioned in the Resolution, the Ministry of Health promptly issued a Plan to implement the Government's Resolution; clearly defining the tasks, deadlines, completion progress, responsibilities of the presiding agencies and units and coordinating agencies and units in organizing the implementation of Resolution No. 34/NQ-CP. At the same time, the Ministry of Health established a Working Group headed by the Ministry's leaders to direct the implementation.

In addition, the Ministry of Health has also closely coordinated with the Ministry of Construction to continue implementing the two projects in accordance with the Government's direction in Resolution No. 34/NQ-CP.

With the spirit of urgency to put the two projects into operation soon, avoiding waste, the Ministry of Health has been resolutely directing the Investor, contractor, two hospitals and related agencies and units to implement procedures for contract adjustment, organize construction, purchase and install medical equipment, ensuring the completion of the construction of the Bach Mai Hospital 2 Facility Investment Project and the Viet Duc Friendship Hospital 2 Facility Investment Project in 2025 in accordance with Resolution No. 34/NQ-CP of the Government.

It is known that according to Resolution No. 34, the Government agrees to continue to implement the investment according to the approved total investment level. In case additional funding is needed to ensure the completion and synchronous operation of the two projects, the Ministry of Health will preside and coordinate with relevant agencies to report to competent authorities for consideration and decision.

The Resolution allows the adjustment of the contracts of the packages XDBM-01, XDBM-02, XDVĐ-01, XDVĐ-02 to continue to complete these contracts, based on the following principles: The adjusted contract price will be established according to the approved construction drawing design estimate, after deducting the savings rate from the bidding of each package.

The price adjustment of the contracts shall not exceed the total approved investment of the project. The contract payment value shall be determined on the basis of the actual completed volume, which has been accepted, and the detailed contract unit price shall be adjusted accordingly at the time of acceptance and payment.

The value of payment for the contract volume shall not exceed the adjusted contract price (excluding contingency). The contingency cost (if any) in the approved construction drawing design estimate shall only be used to pay for the additional volume, if any, compared to the volume in the approved design.

The Government assigned the Ministry of Health to direct investors to urgently organize contract adjustments and implement projects according to the mechanisms and solutions stated in the resolution, ensuring construction completion this year.

At the same time, the Ministry of Health also directed Bach Mai Hospital and Viet Duc Hospital to prepare sufficient human resources and necessary conditions to effectively operate the second facility immediately after the projects are completed.

The Ministry of Planning and Investment and the Ministry of Finance will report to competent authorities to arrange additional capital for the two projects, ensuring capital needs according to implementation progress and regulations.

Previously, the Ministry of Health coordinated with relevant ministries and sectors to review problems and propose appropriate solutions to speed up construction progress. Problems related to contract signing, administrative procedures and bidding regulations will be resolved quickly through a specific mechanism.

The construction projects of the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital in Phu Ly City (Ha Nam) began in 2014, with each hospital having 1,000 beds.

However, during the construction process, the projects encountered many difficulties, especially technical changes and requirements to adjust construction items such as air conditioning systems, machinery, elevators, and medical inpatient areas. These changes extended the construction time and increased costs.

Although the two hospitals have completed more than 90% of the project since 2020, due to the lack of handover procedures and problems arising during the construction process, the project progress has not been completed. The Ministry of Health has requested an extension, but to date the hospitals have not been able to be put into operation.

The Ministry of Health's proposal of a specific mechanism to resolve difficulties in the implementation of projects is an important step to ensure that hospitals can operate on schedule and meet the increasing demand for medical examination and treatment of the people.

Upon completion, Bach Mai Hospital 2 will be able to receive about 5,000 visits per day, while Viet Duc Friendship Hospital 2 will be able to receive about 3,500 visits per day. With a scale of 1,000 beds, these two hospitals will help reduce the load on end-line hospitals and improve the quality of treatment for patients.

Both hospitals have now completed most of the construction items. Bach Mai Hospital 2 has completed about 97%, while Viet Duc Friendship Hospital 2 has achieved 85% progress and has resumed construction. The Ministry of Health expects that, with the removal of difficulties and resolution of remaining issues, these hospitals will be completed and put into operation in 2025.
