(HNM) - On May 26, the Standing Committee of the Hanoi Party Committee issued Plan No. 160-KH/TU on "Receiving citizens to implement Regulation 11-QDi/TU, dated February 18, 2019 of the Politburo "On the responsibility of the head of the Party Committee in receiving people, having direct dialogue with people and handling people's reflections and recommendations" by the Politburo member, Secretary of the City Party Committee".

According to the Plan, in 2023, the Secretary of the City Party Committee will meet, contact, and dialogue with citizens and socio-political organizations a total of 12 times periodically; including 5 times receiving citizens and 7 times working and dialogue with forces, citizens, workers... In addition, the Secretary of the City Party Committee will authorize the Deputy Secretaries of the City Party Committee, members of the Standing Committee of the City Party Committee, and Heads of Party Committees of the City Party Committee to receive citizens unexpectedly upon request.

The plan clearly states that the Secretary of the City Party Committee will receive citizens in his capacity as the head of the City Party Committee and Head of the City National Assembly Delegation, chairing direct dialogues with representatives of the Fatherland Front, socio-political organizations and people in Hanoi . At the same time, he will receive citizens' reflections, recommendations, complaints and denunciations, the content of the incident, the citizen's reflections, recommendations and proposals on signs of moral and lifestyle degradation and signs of "self-evolution" and "self-transformation" of officials and Party members in the city.

Within the prescribed time limit from receiving the reflection, recommendation, complaint, and denunciation at the citizen reception and dialogue session of the Secretary of the City Party Committee, the City Party Committee's Internal Affairs Committee shall authorize a written notice to direct the competent agency or person to handle and resolve the matter according to regulations; notify the citizen.

The plan outlines 7 contents of implementation. Notably, the Party Committee Secretaries at all levels must lead, direct, inspect, supervise, and urge Party Committees, organizations, state agencies, and competent persons to comply with regulations on public reception, direct dialogue with people, and handling and resolving people's reflections, recommendations, complaints, and denunciations. The Vietnam Fatherland Front Committee of the city and the city's socio-political organizations proactively grasp pressing people's issues, outstanding issues, and public concerns in the city, proactively develop plans to advise the Party Committee Secretary to attend meetings and dialogues according to regulations; At the same time, inspect and supervise the implementation of conclusions after meetings and dialogues... The City Party Committee's Internal Affairs Committee presides over and coordinates with the City Party Committee Office, the Party Committee of the City People's Committee, the City Inspectorate, relevant departments, agencies and branches to select practical contents and issues to advise the City Party Committee Secretary to receive citizens according to regulations.
