Before working with key leaders of Thuong Xuan district, Provincial Party Secretary Do Trong Hung and provincial leaders inspected the road project from National Highway 47 to To Rong bridge with a length of 7.55 km (the starting point is adjacent to Ho Chi Minh trail in Xuan Phu commune, Tho Xuan district, the end point is adjacent to Xuan Cao road to Luan Thanh commune in Xuan Cao commune, Thuong Xuan district).
The project has an investment level of 202 billion VND, of which the central budget is 80 billion VND, the provincial budget is 20 billion VND, and the district budget is 102 billion VND.

Concluding the meeting, Provincial Party Secretary Do Trong Hung stated: Thuong Xuan is a mountainous district in the southwestern region of the province, with the largest natural area in the province, a large area, and great potential for forests, of which forestry land accounts for 82.2% of the total area, with many rare trees, such as cinnamon, sa mu... It is the district with the greatest potential and strength among the 6 current 30a districts. In terms of location, the district is close to Lam Son - Sao Vang Industrial Park (the economic driving force in the west of the province); there is Ho Chi Minh Road and National Highway 47 connecting the mountainous and border areas with the plain districts and connecting with Nghe An province, Hua Phan province, Lao PDR, forming the main development corridor of the district and the district area of the province. The district center is about 15 km from Tho Xuan Airport and 50 km from Thanh Hoa city.
The district is an upstream forest ecological area, with potential for economic development of agriculture - forestry, irrigation, hydropower, tourism services and partly industry, of which the typical ones are Cua Dat irrigation and hydropower works, Xuan Lien Nature Reserve; playing an important role in ensuring the ecological environment, water resources, social security and national defense - security of the province. Around the district, there are many agricultural and forestry product processing facilities.
Thuong Xuan is also the land chosen by King Binh Dinh Le Loi and 18 generals as the place to hold the historic Lung Nhai Oath, which started the glorious feats of the Lam Son uprising in the 15th century; the hometown of the leader of the Can Vuong movement against the French, Cam Ba Thuoc, in the late 19th century.
As a district rich in historical, cultural, patriotic and revolutionary traditions, the ethnic people here have lived in solidarity and have been closely attached for a long time. Since the establishment of the Party, the ethnic people in the district have strived to rise up, making great contributions to the struggles for independence, building and defending the Fatherland. Provincial Party Secretary Do Trong Hung acknowledged and highly appreciated: After more than 3 years of implementing the Resolution of the Party Congresses at all levels for the 2020-2025 term; along with the whole province, Thuong Xuan district has faced many challenges and internal difficulties; however, with the timely and effective leadership, direction and support of the province, along with the high determination and great efforts of the Party Committee, government and people of all ethnic groups in the district, Thuong Xuan has achieved important and quite comprehensive results in all fields.
However, with the spirit of looking straight at the truth, the Provincial Party Secretary pointed out some limitations: Economic development is not commensurate with the potential and strengths of the district; some very basic indicators are very low compared to the plan, such as: Economic growth rate in the period of 2021-2023 is only over 4%, ranked 24/27 districts, towns, cities, ranked 8/11 mountainous districts; economic scale ranked 21/27, average income per capita ranked 23/27 in the whole province and is still quite far from the general level of the province... Currently, Thuong Xuan is still one of the poorest districts in the country. The progress of site clearance and construction of some projects in the area is still very slow...
In order for Thuong Xuan district to escape poverty by 2025, Provincial Party Secretary Do Trong Hung requested the Standing Committee of the District Party Committee, the Standing Committee, the District Party Executive Committee, and leaders from the district to the grassroots level to truly unite, strive harder, strongly innovate thinking, work style closely, decisively, and specifically; must carefully study and evaluate the potentials, strengths, favorable factors, as well as the shortcomings, limitations, and bottlenecks of the district in the development process; clearly define goals, tasks, development orientations, and breakthrough solutions for rapid and sustainable development, striving to become a well-off district of the province.
Thuong Xuan district needs to make a breakthrough in infrastructure, especially foreign transport infrastructure; make a breakthrough in attracting investment in agriculture and tourism. Along with that, there must be a breakthrough in ideological work to change the perception in leadership and direction.

In addition to economic development, the district needs to improve the quality of cultural and social activities.
