The Decree consists of 12 chapters and 127 articles, stipulating measures to organize and guide the implementation of the Law on Cultural Heritage and specifically stipulates: Organizations assigned to manage and use world heritage; Clubs and groups practicing intangible cultural heritage; Archaeological exploration and excavation; suspension of archaeological exploration and excavation; Preservation and restoration of national treasures; restoration of documentary heritage listed by UNESCO; Transfer of ownership and export of documentary heritage abroad for documentary heritage in the National List of Documentary Heritage and UNESCO List; Council for determining the value of relics, antiques, national treasures, documentary heritage in the National List and UNESCO List, converting into money to buy insurance for relics, antiques, national treasures, documentary heritage sent for exhibition, research or preservation for a limited period abroad; Commemoration of the year of birth and year of death of Vietnamese celebrities who have made great contributions to the cultural field; Honoring UNESCO Creative City; Organizing the ceremony to announce and receive decisions and certificates of cultural heritage; Conducting specialized inspections in the field of cultural heritage; Using and exploiting cultural heritage to serve business, service, tourism and cultural industry development activities; Reimbursing when receiving cultural heritage from abroad to the country using the state budget.



The Decree also clearly stipulates the content of State budget expenditure for activities to protect and promote cultural heritage values, which is an important basis for implementing conservation programs and plans.
In particular, the Decree details the levels of budget support for intangible cultural heritage subjects, including: Initial support when establishing a new club or practice group of 30 million VND to purchase musical instruments, props, tools, objects, and artifacts for practicing, teaching, creating, and performing intangible cultural heritage; Annual operating cost support of 5 million VND/club or practice group during operation; Expenses to support folk artisans and outstanding artisans when participating in activities of teaching, transmitting, and popularizing intangible cultural heritage and training, fostering, and teaching to successors or to the community; monthly living support, health insurance subsidies, and funeral expenses.
The Decree takes effect from January 15, 2026, and is the basis for localities to implement measures to protect and promote the value of cultural heritage in the area, becoming a resource and spiritual cultural foundation in the new era. The Decree also removes many bottlenecks in the spending norms for the contents and operations of cultural heritage conservation, and the released resources will create momentum for heritage to take off.
