In the first 9 months of 2024, the disbursement of public investment capital in Binh Thuan province only reached more than 35% of the plan; domestic revenue reached over 76% of the estimate. To achieve and exceed the above targets, Binh Thuan province has proposed many solutions.
Budget revenue and capital disbursement are still low
Despite synchronous implementation of support solutions to overcome difficulties to create revenue for the State budget, however, by the end of September, Binh Thuan 's domestic revenue was only over VND 6,894 billion, reaching over 76% of the estimate and down 1.47% over the same period. According to Binh Thuan Tax Department, this is the lowest level in the past 3 years. Of which, 2 revenue items account for a large proportion (over 25%) of the assigned estimate: revenue from central state-owned enterprises and land use fees, reaching only VND 831 billion/VND 2,300 billion.Binh Thuan Tax Department will make efforts in the remaining months when there is a basis to determine financial obligations regarding land.
Ms. Tran Thi Dieu Hoang, Director of Binh Thuan Tax Department added: "Every year, by this time we are almost at the finish line. This year, in the context of the difficult situation in the locality, but there are two major sources of shortage, the first is land use fees, the province assigned 624 billion VND, but up to this point only 1.3 billion VND has been collected; the second is revenue from the two Vinh Tan 2 and Vinh Tan 4 Thermal Power Plants, the total of these two sources is about 1,150 billion VND. Meanwhile, in our locality, small-scale trade and service businesses do not have a stable main source of revenue other than the lottery."
Regarding the disbursement of public investment capital, despite many efforts, the situation in Binh Thuan province is not very optimistic. By the end of September, only more than 1,650 billion VND was disbursed, reaching more than 35% of the plan. According to the Department of Planning and Investment, the main reason for the slow disbursement is due to the prolonged preparation of project investment: The preparation, appraisal, approval, and bidding of projects are still slow, leading to a lack of volume for disbursement. Up to now, there are 37 projects carrying out bidding procedures, with a total capital plan for 2024 of more than 561 billion VND. There are 18 projects under implementation that are stuck with compensation and site clearance, and so far have only disbursed more than 134 billion VND, reaching 12% of the assigned capital plan.Garment factories in Phan Thiet City increased production in the last months of the year.
Efforts in the remaining months
To ensure the completion of the State budget revenue estimate for 2024, the Binh Thuan Provincial Tax Department has proposed that the Tax Steering Committee establish a Working Group to work directly with 33 enterprises with tax payments of 10 billion VND or more. Through the working results, the Working Group has promptly encouraged and motivated enterprises to find all solutions to promote production and business activities as well as develop plans to pay tax arrears, striving to achieve the budget revenue target for 2024 and the following years. In addition, on October 9, Chairman of the Provincial People's Committee Doan Anh Dung also signed Document No. 3761 on resolving financial obligations on land in the province. This is the basis for determining financial obligations on land to resolve more than 4,000 pending records from August 1, 2024 to present. Particularly, the disbursement of public investment capital is identified by local departments and branches as a key task, focusing on priority in direction and operation. Mr. Phan Van Dang, Permanent Vice Chairman of the People's Committee of Binh Thuan province, said that the Provincial Party Committee has directed the Party Committee, the government, and the Fatherland Front system to directly participate in the work of site clearance. And the Party Committee itself must directly direct. After the 2024 Land Law took effect, the province also directed the Department of Natural Resources and Environment, as well as related departments and branches to focus on land valuation to promptly carry out clearance, then compensate for resettlement in the projects currently being implemented. That is also the basis for accelerating the disbursement of public investment capital of the province in the near future. Mr. Phan Van Dang said. With synchronous solutions and coordinated efforts to handle difficulties and problems between units, Binh Thuan will achieve the expected plan targets in the remaining months of 2024.
