Binh Thuan reviews and resolutely terminates slow-progressing projects

The Department of Planning and Investment of Binh Thuan province will specifically review each investment project and resolutely apply measures such as administrative sanctions or decisions to stop or terminate investment activities of the projects.

Recently, many investment projects in Binh Thuan province have been approved for investment but have been slow to implement or not implemented on schedule as stipulated in the investment approval documents, causing waste in the management, exploitation and use of land resources. Many investors have not complied with legal regulations, leading to public outrage and negatively affecting the investment environment and socio -economic development of the province.

In order to enhance the effectiveness and efficiency in monitoring the activities of investment projects, the Department of Planning and Investment of Binh Thuan province will specifically review each investment project and resolutely apply appropriate administrative measures such as: sanctioning administrative violations or deciding to stop or terminate the activities of the investment project.

In order to thoroughly handle investment projects that are slow to implement or not implemented on schedule as stipulated in investment policy approval documents (not applicable to force majeure cases as prescribed by law), investors who are not capable or intentionally prolong the implementation time of investment projects.

The Department of Planning and Investment of Binh Thuan province requires investors to fully comply with legal regulations on investment, planning, land, environment, construction, and related fields during project implementation. Investors need to proactively review and evaluate project effectiveness and if the project is determined to be ineffective, they must carry out investment termination procedures according to regulations.

In case after 24 months from the end of the project implementation progress, the investor fails to complete and is not allowed to adjust the progress, the Department of Planning and Investment of Binh Thuan province will carry out the procedure to terminate the project according to the law. Investors will be legally responsible and compensate for damages if they do not comply with the regulations during the project implementation process.

In 2025, the total public investment capital of Binh Thuan province is 3,570 billion VND, balanced from the following sources: investment in basic construction with domestic capital; investment from land use revenue; investment from lottery revenue; investment from local budget deficit.
