The project to build the Ho Chi Minh road, Cho Chu - Trung Son intersection section, was approved for investment by the Ministry of Transport (now the Ministry of Construction) in Decision No. 1636 dated December 14, 2023, with a total route length of about 28.98km (In which: Thai Nguyen province is about 11.51km; Tuyen Quang province is about 17.1km). The starting point of the project is in Cho Chu town (Km245+878), the end point is at Trung Son intersection (Km276+135.5). The total land area to be recovered is about 93.75ha. The total cost of compensation and site clearance (GPMB) is nearly 420 billion VND. The total investment of the project is over 1,600 billion VND.
The Ho Chi Minh Road project, Cho Chu - Trung Son Intersection section, is part of the overall Ho Chi Minh Road project - a national key project. However, the project is currently behind schedule due to problems in compensation, site clearance and resettlement; lack of construction materials and dumping sites during the site leveling process; the total cost of the compensation, support and resettlement sub-project of the Project (section through Tuyen Quang province) is expected to increase by over 98 billion VND compared to the approved project due to route adjustment.
Discussing at the meeting, delegates focused on solutions to remove difficulties and obstacles in project implementation, especially compensation, site clearance and resettlement; determining construction plan, implementation progress and project completion time.

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Manh Tuan affirmed that Tuyen Quang province considers this a key project of special significance to the province's socio-economic development. He thanked the National Assembly, the Government and ministries and branches for their attention. At the same time, he hoped that the Central Government would share the difficulties and obstacles of the province in implementing the site clearance work. The Standing Vice Chairman of the Provincial People's Committee affirmed that the province is committed to speeding up the tasks and soon completing the compensation, site clearance and resettlement of the project in 2025.

The Standing Vice Chairman of the Provincial People's Committee requested the project investor and contractors to work with quarry owners to increase mining capacity and proactively solve material sources for the project; the investor should survey and prepare documents to propose dumping sites for the province to consider, appraise, and give opinions on approving dumping sites to meet construction needs in the coming time...
Speaking at the survey, Vice Chairman of the National Assembly Le Minh Hoan emphasized that the Ho Chi Minh Road Project is an important national project stretching from Pac Bo (Cao Bang) to Ca Mau Cape. The project has been implemented through nearly 5 National Assembly terms, but to date the entire route has not been able to be opened.
Vice Chairman of the National Assembly Le Minh Hoan requested the Ministry of Construction to coordinate with the Ho Chi Minh Road Project Management Board to be responsible for advising and reporting to the Government on the overall Ho Chi Minh Road Project to submit to the National Assembly a plan to continue to allow the extension or stop the project implementation; Tuyen Quang and Thai Nguyen provinces need to establish a working group to direct the synchronous resolution of the project's problems from the province to the commune level in a truly drastic and close-knit perspective; investors and construction contractors must develop a plan and construction plan with a commitment to take responsibility for each stage of progress and each specific time frame.
Comrade Le Minh Hoan emphasized: This is the final phase of the Ho Chi Minh Road Project, so the National Assembly affirmed that it will accompany ministries, branches and localities to soon complete the Project, open the entire Ho Chi Minh Road; ministries, branches and localities learn from experience in implementing this project, especially in the stages of investment preparation, survey, and design consultancy of infrastructure projects and traffic infrastructure to overcome arising problems and obstacles during the implementation process in the direction of ensuring the right schedule, but still creating the best conditions to ensure minimizing impacts on the lives of people in the project area.
