At the conference, Party Central Committee member, Standing Deputy Head of the Central Organizing Committee Hoang Dang Quang announced the Politburo's Decision on personnel work. Accordingly, comrade Nguyen Duy Ngoc, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Committee, ceased to participate in the 13th Party Central Committee Secretariat and was mobilized, assigned, and appointed to participate in the Party Executive Committee, the Standing Committee of the City Party Committee, holding the position of Secretary of the Hanoi City Party Committee, 18th term, 2025-2030 term.

Speaking at the conference, General Secretary To Lam acknowledged and highly appreciated the contributions of Comrade Bui Thi Minh Hoai to the development of the capital Hanoi. At the same time, he congratulated Comrade Nguyen Duy Ngoc on being trusted by the Central Committee and assigned to hold the position of Secretary of the Hanoi Party Committee. "This is an honor and pride for Comrade Nguyen Duy Ngoc, and at the same time demonstrates the Party's trust and the people's expectations, entrusting the responsibility of being the head of the capital to him" - General Secretary To Lam emphasized.

General Secretary To Lam assessed that Comrade Nguyen Duy Ngoc is a well-trained leader, matured from practice; has worked for many years at the Hanoi City Police, held many positions and has a lot of experience in consulting, leading, directing, contributing to the common cause of the country. In particular, in the recent past, Comrade Nguyen Duy Ngoc has been very active with the Politburo and the Secretariat in directing the successful implementation of the country's socio-economic tasks, making an important contribution to bringing the country into a new stage of development.

Emphasizing that comrade Nguyen Duy Ngoc is a Central official but also an official who has worked in Hanoi, General Secretary To Lam hopes that with his practical experience, working in the city, and understanding of the city, comrade Nguyen Duy Ngoc will continue to unite with the Standing Committee of the Hanoi Party Committee, strive to successfully complete the Resolution of the 18th Hanoi Party Congress. In the immediate future, we will focus on coordinating with Central agencies to contribute to the successful organization of the 14th National Congress of the Party. At the same time, we will lead and direct the Party Committee, government and people of Hanoi to well perform the assigned tasks, worthy of the position of the thousand-year-old capital, the economic and political center, the development center, the growth center, the innovation and creativity center of the whole country.

General Secretary To Lam also asked the leaders, cadres and party members of Hanoi to continue to support, coordinate and help comrade Nguyen Duy Ngoc to successfully complete the assigned tasks; asked the central agencies, ministries and branches to focus on supporting the city to deploy and implement the Resolution of the 18th Hanoi Party Congress.

In his acceptance speech, the new Secretary of the Hanoi Party Committee, Nguyen Duy Ngoc, expressed his emotion at being entrusted by the Politburo to take on the position of Secretary of the Hanoi Party Committee. This assignment is a trust from the Party, a task assignment from the organization, and also a reminder of the duty to devote all his heart, intelligence, and responsibility to serving the Party, serving the People, and contributing to the construction and development of the Capital.
