Regulations on standards for positions of cadres under the management of the Party Central Committee, the Politburo , and the Secretariat, and the framework of standards for positions of leaders and managers at all levels, have just been clearly stated by the Politburo in Regulation No. 365.
The 6 general standards that cadres and managers at all levels must meet relate to political and ideological standards; moral qualities, lifestyle and sense of organization and discipline; qualifications and capacity; prestige and ability to gather and unite; work results; health, age and experience.
Along with that, each specific title will have to come with its own specific standards, according to the regulations of the Politburo .

For ministers and equivalent positions , the Politburo stipulates that this position must fully meet the general standards of a member of the Party Central Committee, and must also have additional specific standards.
The person holding the position of minister must be qualified in state management and have a firm grasp of Vietnamese law and international law and practices.
This position must also have the capacity to concretize the Party's guidelines, policies, and the State's laws to plan directions and policies for the development of assigned sectors and fields and direct effective implementation.
The Minister also needs to have the capacity to coordinate between departments, ministries, branches and between the Central and local levels, handle inter-sectoral, inter-regional and national issues, and create synchronization in implementing the general policies of the Party and State.
The Politburo stated that a minister must be an experienced leader and administrator, decisive, resolute, and timely in making decisions on difficult and complicated issues in the sector or field under his/her charge; and not be influenced by group interests.
According to the Politburo, the position of minister and equivalent must be a person with deep expertise in the field in charge; have the capacity to direct the development of science , technology, innovation, and digital transformation. This position also needs to be able to adapt to rapid changes in technology and innovate leadership and management methods; have the ability to analyze and orient technological solutions to carry out professional tasks of the industry and field.
They must also have experience and have successfully completed their tasks in leadership and management positions at the deputy minister or deputy head of a central department, ministry, branch, organization, or key provincial leader. Special cases will be decided by the Politburo.
The provincial and municipal Party Secretaries must, in addition to fully meeting the general standards of Politburo members, Secretariat members or Central Committee members, be the most exemplary person in terms of morality, intelligence, high prestige, and be the nucleus of solidarity in the Standing Committee, Standing Committee, Executive Committee and Party organization.
This position must be a person with comprehensive knowledge and qualifications in politics, economics, culture, society, national defense, security, foreign affairs... and a firm grasp of the local situation and the general situation of the country.
Besides, provincial and municipal party secretaries need to have experience, capacity, high political determination, decisiveness and resoluteness to decide on handling difficult, new and complicated issues related to the locality.
According to the new regulations of the Politburo, provincial and municipal Party Secretaries must have a deep understanding of Party building, political system building, national defense, security and foreign affairs, socio-economic management and mass mobilization work; have the mindset and capacity to concretize the Party's guidelines, policies and the State's laws into planning strategies for rapid and sustainable development in the locality.
This position must be the person who presides over and leads the organization to promptly and effectively implement the resolutions of the Central Committee and resolutions of the provincial and municipal party congresses; and be capable of leading and operating the standing committee, the standing committee, the executive committee, and comprehensively directing all levels, sectors, and organizations in the local political system.
Provincial and municipal Party Secretaries must be proactive and creative in solving new, difficult, and complicated problems; meeting local requirements and practical conditions and in line with the general development strategy.
They also need to regularly update their knowledge, innovate working methods, have the capacity, determination and resoluteness in leading and directing the application of science, technology, innovation and digital transformation to meet the requirements and political tasks of the locality.
The Politburo stated that the provincial and municipal Party Committee Secretaries must be people who have experienced and completed well their duties as deputy provincial Party Committee Secretaries, deputy heads of the Central Party Committees, deputy ministers or equivalent or higher.
According to the regulations of the Politburo, the Chairman of the People's Committee of a province or city must be a person with comprehensive knowledge of law and state administrative management; have a deep understanding of the political, economic, social, security, defense, and foreign affairs situation of the locality and the country, the fields of planning, public investment, administrative reform, digital transformation, financial and budget management, competitiveness index and modern local governance requirements.
They are also people with comprehensive capacity in organizing, managing, directing, and operating specialized agencies under their authority and the People's Committees at lower levels; decisive, resolute, and timely in deciding difficult and complicated issues related to State management at the local level.
Provincial government leaders also need the ability to respond quickly to urgent, sudden, and unexpected situations such as natural disasters, epidemics, social unrest, or major economic and financial fluctuations in the locality; leadership, management, and operational capacity, and the ability to solve new, difficult, and complex problems.
In addition, the chairman of the People's Committee of the province or city must have experienced being a key leader at the new commune level or the old district level (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee), leading provincial departments, branches and sectors and completing their tasks well.
