The Ministry of Industry and Trade proposed to support the installation of rooftop solar power, which cannot be stored up to a maximum of 1.5 million VND.

The Ministry of Industry and Trade has just issued the third draft regulating support policies for households installing self-produced and self-consumed rooftop solar power and electricity storage systems.

The policy applies to agencies, organizations and individuals involved in implementing financial support and technical support policies for the installation of solar power systems on household roofs that meet the prescribed procedures.

Support loan of minimum 4 million VND/1kWh without storage installation

Support must ensure publicity, transparency, correct subjects, correct purposes, avoiding policy exploitation; fairness among subjects and promoting the use of advanced, safe and environmentally friendly technology.

Accordingly, the draft of the Ministry of Industry and Trade proposes support policies including support for commercial loan interest rates for investment, such as applying short-term bank loan interest rates. The maximum interest rate support period is three years.

The loan limit with interest support for household solar power systems without electricity storage systems is at least 4 million VND for each 1kWp of maximum capacity, and only applies to the maximum capacity up to 5kWp.

Support for the installation of household solar power systems must be carried out through individuals who are legal representatives of the homeowners and financial support is only provided once during the applicable period.

The State may revoke this support if there is a violation of regulations and commitments.

For households with installed electricity storage systems, there will be an additional support of at least 2 million VND for each 1kWh of electricity storage system, and only applies to capacity up to 10kWh.

Thus, the loan support mechanism is applied at a lower level than the previous draft when the maximum level is up to 7 million VND for 1kWp and does not exceed 35 million VND.

For household solar power systems that need to sell surplus electricity, the householder negotiates with the surplus electricity buyer to receive support for investing in the installation of a two-way electricity metering system suitable for the grid connection capacity of the surplus electricity buyer according to regulations. The prescribed support funds are included in the electricity purchase cost of the electricity buyer.

Financial support from local budget sources

After completing the installation and operation of the household solar power system, it will be supported with a minimum of 1 million VND for installation, but not exceeding 1.5 million VND if it is not installed with an electricity storage system; in case it is installed with an electricity storage system, it will be supported with an additional minimum of 1 million VND, but not exceeding 1.5 million VND.

Thus, compared to the previous draft, the maximum support level for households installing rooftop solar power remains unchanged, 2.5 million VND. However, with this draft, the Ministry of Industry and Trade classifies the target groups more clearly. Including households installing without storage receiving a maximum support level of 1.5 million VND, and households installing rooftop solar with storage receiving a maximum level of 2.5 million VND.

The financial support source for the above case is balanced within the local budget's development investment expenditure source. The Provincial People's Council shall prescribe the level of financial support applicable in the province, ensuring that it is consistent with the provincial budget source and the capital investment demand for developing household solar power systems in the area.

Household solar power systems are provided with technical support upon request by the householder. The power company is responsible for providing guidance on technical requirements and installation. The commune-level People's Committee provides guidance on the implementation of regulations on design, structural safety, and fire prevention and fighting in accordance with the household's housing conditions.

To enjoy the above policies, households must meet the following conditions: Having a need for investment loans with interest rate support and meeting loan procedure regulations; households installing solar power are supported with installation costs when the total rated capacity of photovoltaic panels must reach 1kWp or more; the storage system has a total rated capacity of 2kWh or more.
