The Ministry of Education and Training said that, in carrying out the tasks in Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development, the Ministry was assigned to develop a Project to arrange and reorganize the system of higher education institutions and a Project to transfer a number of higher education institutions to local management, to be submitted to the Prime Minister for consideration and decision in 2026.
In addition, this agency is also assigned to preside over and coordinate with agencies and localities to develop a project to transfer multi-disciplinary and multi-field higher education institutions to the management of the Ministry of Education and Training.
The Ministry of Education and Training said it is finalizing a plan to implement assigned tasks to report to the Government and the Prime Minister . This agency plans to merge the content of the Project to transfer multi-disciplinary and multi-field higher education institutions under the Ministry's management into the Project to reorganize the system of higher education institutions, in order to ensure comprehensiveness and streamlining. Therefore, the reorganization of higher education and vocational education institutions under the Ministry cannot be implemented at present.

According to the direction of the Central Steering Committee: Streamlining, reducing focal points, improving the quality of operations: Merging vocational education centers and continuing education centers into vocational secondary schools equivalent to high school level under the Department of Education and Training to provide public services in inter-ward and commune areas; Each province and city has a maximum of no more than 3 vocational schools to train skilled workers to serve socio-economic development and attract investment in the locality (not including schools that are self-sufficient in regular expenditure or higher).
However, the Ministry of Education and Training said that through practical review and assessment, the implementation had some difficulties.
For example, vocational high schools are a new organization, being proposed in the draft revised Law on Vocational Education to be submitted to the National Assembly at the 10th session. Therefore, there is currently no legal basis to implement the policy of merging vocational education centers and continuing education centers into vocational high schools equivalent to high school level. Therefore, the Ministry proposes to only review, arrange, and streamline centers according to inter-ward and commune areas; the organization of these centers into vocational high schools (for areas without colleges or intermediate schools) or merging them into intermediate schools or colleges (if in the same area) will be implemented later, when the vocational high school model in the revised Law on Vocational Education is approved by the National Assembly.
The second difficulty is related to the orientation that each province and city has a maximum of 3 vocational schools (not including schools that are self-sufficient in regular expenses or more). Because according to the Ministry of Education and Training, the current Law on Education and Law on Vocational Education do not stipulate the concept of vocational schools, only colleges and intermediate schools.
The orientation of arranging and streamlining public colleges and intermediate schools is necessary to restructure, concentrate resources, increase scale and improve training quality. However, it is necessary to clarify that this is an orientation for public schools; at the same time, it is recommended that the Steering Committee consider the characteristics of provinces and cities with large labor force and many public colleges and intermediate schools (Hanoi has 54 schools, Ho Chi Minh City has 62 schools, Hai Phong has 19 schools, Ninh Binh has 28 schools, Phu Tho has 21 schools...). The Ministry of Education and Training believes that the arrangement needs to be carried out with both autonomous and non-autonomous schools to aim at the quality and efficiency of educational institutions.
