Launching a program to assess students' abilities and provide career counseling

GD&TĐ - "The Program for Assessment of Competency and Career Counseling to Develop Lifelong Learning for High School Students" was officially launched.

On October 16, in Ho Chi Minh City, the Southeast Asian Ministers of Education Organization's Regional Center for Lifelong Learning in Vietnam (SEAMEO CELLL) in collaboration with COGNOTIV Technology Company (Singapore), the Institute for Testing and Educational Quality Assessment (Association of Vietnamese Universities and Colleges), the Southern Center for Education and Training Development (Office of the Ministry of Education and Training ) organized an international workshop to launch the "Program for Assessment of Competency and Career Counseling to Develop Lifelong Learning for High School Students" (CELLLO Program - SEAMEO CELLL OLYMPIAD).

Speaking at the workshop, Dr. Le Thi My Ha, Director of SEAMEO CELLL, said: In recent years, the integration of Information and Communication Technology (ICT) and Artificial Intelligence (AI) into organizational governance, especially in education , has become a trend with the potential to reshape school management and learning processes.

The CELLLO program has been built and developed over the past three years with the active participation of teachers from elementary to high school. To date, CELLLO has been completed and can be widely deployed for high school students.

CELLLO is a computer-based assessment program, using modern assessment technology, initially applying AI technology in the process of design, assessment, data analysis and report building; with a question bank built according to the technical process of PISA large-scale assessment, along with a set of modern career counseling self-assessment questionnaires.

"Hopefully, this program will provide education and training departments, high schools, parents and students with a teaching and learning method that can monitor changes in each stage of students' learning; help them develop outstanding abilities, discover hidden potential, thereby adjusting their own study plans and better orienting their future careers," said Dr. Le Thi My Ha.

Also at the workshop, Mr. Le Thang Loi, Director of the Southern Center for Education and Training Development (Office of the Ministry of Education and Training) said that the establishment of the CELLLO Program is of great significance.

The results from CELLLO will be an important source of data, helping education management agencies and schools have more scientific basis in orienting policies, designing curriculum and developing learners' capacity in each region and each specific target group.

"CELLLO is designed with many new and humane features such as: assessing students' learning and thinking abilities through online tests, built to suit each level of education, from primary to high school; analyzing abilities, interests and career trends through the Holland questionnaire, adjusted to suit students in Vietnam and the Southeast Asian region.

Along with that is the application of AI and Big Data technology in processing and analyzing results, helping to create a personalized capacity map for each student - a new, advanced and promising approach," Mr. Loi emphasized.

The CELLLO program is designed to assess the learning abilities of primary, secondary and high school students through computer-based tests.

Along with that, the program analyzes students' ability trends, interests and career orientation through the Holland questionnaire, which is adjusted to suit Vietnamese students and the Southeast Asian region.

In addition, the program also provides personalized career counseling, helping students understand their own abilities, choose the right major and future career, and foster a spirit of lifelong learning.

The application of AI and Big Data in analyzing results has created a flexible, intelligent and annually updated assessment platform for each student.

The CELLLO program will be held annually, starting from the 2025–2026 school year, for students from grades 4 to 12 with main activities including:

- Round 1: Capacity assessment and career counseling (conducted online, expected from October 20 to December 15, 2025).

- Round 2: Round 2 assessment, interview and awarding of CELLLO Award to outstanding students (December 2025 - January 2026).
