Ministry of Education and Training proposes to abolish secondary school graduation certificates

Secondary school graduates only need the principal's confirmation instead of a diploma to conform to two-tier local government and international trends.

The above content is included in the draft revised Law on Education, which the Ministry of Education and Training will collect opinions on until July 9.

Accordingly, the bill stipulates that the principal will confirm the student's completion of the program through the transcript, instead of the Head of the District Education and Training Department issuing the graduation certificate as is currently the case.

The Ministry of Education and Training explained that this adjustment is to comply with the policy of organizing two-level local governments, at the same time, it is consistent with the goal of universal education and with international trends. Many developed countries (USA, Canada, UK, Australia, Finland) do not issue junior high school diplomas but use the principal's confirmation of the learning results in the lower grades to consider studying at higher levels or to stream.

Confirming the completion of the secondary school program does not affect the rights and obligations of students. Currently, graduating from secondary school is a mandatory criterion for students to take the entrance exam to grade 10 of high school. Last year, the Ministry removed the excellent, good, and average grades on the graduation certificate of this level.

The draft also changes the person who issues high school diplomas from the Director of the Department of Education and Training to the school principal. The principal issuing high school diplomas contributes to increasing the school's autonomy and initiative in organizing and managing educational activities; reducing administrative procedures and costs.

In addition, the draft removes the concept of secondary school, changes it to vocational secondary school and adds vocational secondary school as a level of education in the national education system. Vocational secondary schools will integrate vocational knowledge and high school curriculum knowledge.

In the vocational secondary school program, students have two options: to be awarded a primary vocational certificate or a secondary vocational certificate. After finishing grade 9, students have three options: to enter high school, to study vocational secondary school with a primary vocational certificate or to study vocational secondary school with a secondary vocational certificate.

According to the Ministry of Education and Training, the above amendments and supplements create opportunities for learners to have more options after secondary school, create opportunities for transfer learning, and are consistent with UNESCO's systematic approach.
