According to the Ministry of Education and Training, the 2018 General Education Program has been implemented nationwide for 5 years, just enough for one cycle for all grades. The Ministry of Education and Training has organized a review and research to develop the General Education Program to find solutions to limit existing problems, making the program more suitable to reality.
At this time, the whole country has implemented the arrangement of provincial administrative units according to Resolution No. 202/2025/QH15 of the National Assembly . The change of administrative boundaries and the implementation of a two-level government directly affects the curriculum of four subjects: History and Geography from grades 4 to 9; Geography grade 12; History grade 10 and Civic Education grade 10. Therefore, it is necessary to revise the curriculum of these subjects.
Therefore, the Ministry of Education and Training said that the issuance of a circular amending and supplementing the General Education Program issued with Circular No. 32/2018/TT-BGDDT is necessary to ensure the scientific and practical nature of the program.
Some content is expected to be edited
Specifically, the Ministry of Education and Training said that for the subject of Civic Education, the 10th grade program will be revised and supplemented in the topics of the Political System of the Socialist Republic of Vietnam and the Constitution of the Socialist Republic of Vietnam.
For History, the optional study topic in grade 10 will be revised and supplemented: Vietnamese State and law in history.

The issuance of the circular amending and supplementing the General Education Program is the legal basis for considering and revising textbooks to suit reality.
The Ministry of Education and Training also requested the Departments of Education and Training to organize comments on the draft revised curriculum of the above subjects and send them to the Ministry before August 8.
