Notably, regarding resources for implementing the planning, the Ministry of Planning and Investment requested Quang Nam province to study and clarify the method and basis for calculating the expected investment capital needs; at the same time, clarify the feasibility of mobilizing capital sources from the non-state sector.
The Ministry of Planning and Investment noted and requested the province not to provide the names of specific projects and investors for investment projects using capital sources other than public investment capital because capital mobilization depends on the interest of investors.
Regarding central budget capital, the Ministry of Planning and Investment proposed to review to ensure compliance with the provisions of the Law on Public Investment and the Law on State Budget.
Also in this document, the Ministry of Planning and Investment requested the People's Committee of Quang Nam province to review the plans integrated into the provincial planning that had expired when the Prime Minister approved the planning of Quang Nam province for the period 2021 - 2030, with a vision to 2050.
The Ministry of Planning and Investment also requested Quang Nam to review, supplement, and adjust the orientation and land use plan in the province to comply with Decision 227 dated March 12, 2024 of the Prime Minister approving the adjustment of a number of land use indicators until 2025 allocated by the Prime Minister in Decision 326 dated March 9, 2022.
At the same time, review many investment programs and projects to specify the plan to implement the provincial planning and take responsibility for the accuracy and completeness of the contents, tasks, programs and projects in the plan to implement the planning.
Currently, the Provincial People's Committee has assigned the Department of Planning and Investment to preside over and coordinate with relevant sectors and units to urgently absorb all comments from the Ministry of Planning and Investment and promptly advise the Provincial People's Committee to submit to competent authorities for approval the Plan to implement the Quang Nam Provincial Planning for the period 2021-2030, with a vision to 2050, ensuring the correct order and procedures according to current regulations.
