Speaking at the seminar, Mr. Phan Trung Tuan, Director of the Department of Local Government ( Ministry of Home Affairs ), said: After a short period of implementation, the 2-level local government model initially operated relatively smoothly, effectively, interconnectedly and seamlessly, thanks to the strong and synchronous direction of local Party committees and authorities. The most important thing is not to interrupt the transition process from the 3-level model to the 2-level model.
Nationwide, 3,321 commune-level administrative units have completed their organizational structure and established specialized agencies, including public administrative service centers - focal points for directly handling administrative procedures for people and businesses at the grassroots level.
“The work of handling administrative procedures for people, organizations and businesses at the grassroots level across the country is relatively synchronous, effective and uninterrupted,” said Mr. Phan Trung Tuan.

Vice Chairman of Hanoi People's Committee Truong Viet Dung said that after only 3 weeks of operating the new model, Hanoi has received 66,000 administrative procedure files, affirming that the 2-level apparatus operates smoothly and synchronously. According to him, the three key factors that created initial success in Hanoi are: synchronization, data and initiative. Hanoi also implemented a model to support disadvantaged people to complete procedures at home, instead of having to go to the public administration center.

From an expert perspective, Mr. Nguyen Quang Dong, Director of the Institute for Policy Studies and Media Development (IPS), Vietnam Digital Communications Association, emphasized the importance of digital data in modernizing administrative procedures. He said that the long-term goal is to provide online public services without borders, people can sit anywhere, access VNeID to perform procedures.
However, Mr. Dong also noted: “We synchronize more than 2,000 administrative procedures, while in fact, there are less than 100 administrative procedures with online transactions and about 20 procedures with the largest number of records. Therefore, we should prioritize the work of building data to serve these 20 administrative procedures. We should follow a roadmap and not spread it out, which is both stressful and ineffective.”
