On August 22nd, in Vinh Phuc province, the Consular Department of the Ministry of Foreign Affairs, in collaboration with the International Organization for Migration (IOM) and the United Nations Agency for Migration, organized a training workshop on data management and analysis.
The training workshop was attended by approximately 40 delegates from the Ministries of Public Security, National Defence, Justice, Education and Training, the Vietnam Women's Union, representatives from departments and agencies of 10 northern localities, the IOM Mission in Vietnam; and representatives from the Regional Data Analysis Center, Asia -Pacific Regional Office of IOM, who participated online.

In her opening remarks at the training workshop, Deputy Director of the Consular Department Phan Thi Minh Giang emphasized the importance of international migration data for developing migration policies that are appropriate to the practical situation. According to the Plan for implementing the Global Compact for Legal, Safe and Orderly Migration, issued with Decision 402/QD-TTg dated March 20, 2020, by the Prime Minister, collecting information and data on migration is one of the key tasks, with the Ministry of Foreign Affairs being the lead agency responsible for researching and building a national migration database.
Therefore, the training workshop will help further strengthen coordination among agencies and localities in collecting and compiling international migration data, aiming to build a centralized and unified management system for international migration, facilitating the development of evidence-based migration policies, contributing to effective migration management, and protecting the rights and interests of migrants.
Mr. Nguyen Quoc Nam, Head of Relations and Partnerships, IOM Mission in Vietnam, stated that capturing international migration data is crucial in the current migration context to promptly protect the rights of migrants. He highly appreciated Vietnam as one of the first countries in the Asian region to issue a Plan for implementing the GCM Agreement with many specific tasks, including the task of collecting and compiling international migration data.
The IOM Vietnam representative hopes that the training workshop will be a forum for relevant agencies to share best practices and experiences in data collection and management, thereby contributing to improving the effectiveness of this work.

At the workshop, experts from the Regional Data Analysis Center - IOM Asia-Pacific Regional Office presented on the importance of migration data for policy planning, current sources of migration data, challenges in collecting migration data, and ways to leverage migration data for policy planning.
Representatives from the Data Collection and Information Technology Application Department, General Statistics Office, Ministry of Planning and Investment, shared basic information on data management and the United Nations Economic Commission for Economic Cooperation and Development (UNECE) Data Governance Framework.
The presentation by the Consular Department of the Ministry of Foreign Affairs focused on the practical aspects of collecting, compiling, and managing international migration data in Vietnam. The training workshop also heard a presentation from representatives of the Department of Administrative Management of Social Order, Ministry of Public Security, providing an overview of the national population database and suggesting issues for research and development of a national migration database.
The Population and Labour Statistics Department, General Statistics Office, Ministry of Planning and Investment, provides an overview of data analysis in international migration data management, data analysis techniques, especially for international migration data.
With five discussion sessions and practical exercises in analyzing sample data, the training workshop provided essential information on data collection and analysis, contributing to improved capacity in managing and utilizing data for policy development on international migration, thereby further promoting the implementation of the GCM Agreement Implementation Plan in relevant ministries, agencies, and localities.

Within the framework of the Training Workshop, on August 23rd, a delegation from the Consular Department of the Ministry of Foreign Affairs and the General Statistics Office of the Ministry of Planning and Investment held a working session with relevant agencies in Vinh Phuc province to survey the collection, statistics, and management of international migration data in the locality, understand local needs, and discuss some research directions for building an international migration data management system.
