On December 31, 2024, the Minister of Home Affairs signed Consolidated Document No. 11/VBHN-BNV promulgating a Circular regulating the confirmation of the names of youth volunteer units that have been established and operated in different periods for units that have not yet had their names confirmed.
Accordingly, this Circular stipulates the criteria, authority, records, procedures and responsibilities of relevant organizations and individuals in confirming the name of youth volunteer units for youth volunteer units that have been established and operated in the central and local periods but have not yet been identified.
The subjects of application of this Circular include: relevant agencies, organizations and individuals involved in preparing records and confirming the names of established and operating youth volunteer units in different periods for youth volunteer units whose names have not yet been determined.
Criteria for confirming the name of youth volunteer units during the periods include:
1. Criteria for youth volunteer units participating in the resistance war against France from 1950 to 1954.
2. Criteria for youth volunteer units tasked with overcoming the consequences of war and building socialism from 1955 to 1964.
3. Criteria for youth volunteer units in the resistance war against America to save the country from 1965 to 1975.
4. Criteria for youth volunteer units to build and develop the economy , participate in the war to protect the Fatherland, perform international missions in Cambodia, and help Laos after April 30, 1975.
Authority to confirm youth volunteer badges
1. For youth volunteer organizations established before March 26, 2011:
a) Ministries, ministerial-level agencies, Government agencies, and the Central Committee of the Ho Chi Minh Communist Youth Union confirm the names of youth volunteer units for youth volunteer units established by their decision or directly managed and used;
b) The People's Committee at the provincial level confirms the name of the youth volunteer unit for the youth volunteer units established by decision of the provincial, district, and commune levels or directly managed and used by them.
2. For youth volunteer organizations established from March 26, 2011 onwards, the provisions of Decree No. 12/2011/ND-CP dated January 30, 2011 of the Government on organization and policies for youth volunteers shall apply.
Documents requesting confirmation of the name of a youth volunteer unit Documents requesting confirmation of the name of a youth volunteer unit include:
1. Application form of the unit's Liaison Committee according to Form No. 01 or application form of the individual directly participating in the unit's duties according to Form No. 02 or document of relevant agencies, units and organizations according to Form No. 03 requesting confirmation of the youth volunteer unit's name.
2. Necessary documents (original or copy) according to the criteria specified in Chapter II of this Circular.
This Circular takes effect from February 1, 2025.
