Previously, implementing Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on the implementation of the proposal to continue to reorganize the apparatus of the political system, requesting "Temporarily suspend the organization of party congresses at the commune and district levels; after the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance", the Ministry of Home Affairs issued Official Dispatch No. 079/BNV-CCVC dated March 5, 2025 on the regime and policies for cadres and civil servants who are not re-elected or re-appointed at party congresses at all levels.
In this dispatch, the Ministry of Home Affairs requests that agencies, organizations, and units temporarily not implement policies and regimes for subjects working at the commune and district levels within the scope of regulation and application of Decree No. 177/2024/ND-CP until there are new instructions and guidance from the Central Government.
Recently, the Ministry of Home Affairs issued Official Dispatch No. 1688/BNV-CCVC to the Provincial Party Committee, the Central City Party Committee, the People's Committees of the provinces and centrally run cities on the implementation of Decree 177/2024/ND-CP.
According to the Ministry of Home Affairs, up to now, based on Notice 75-TB/TW dated March 7, 2025, the conclusion of the Politburo on adjusting the scope and subjects of application of policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system of the Politburo, the Government has issued Decree 67/2025/ND-CP.
In particular, Clause 2, Article 1 of Decree 67 stipulates that the subjects in Clause 1, Clause 2, Clause 3 and Clause 4, Article 2 of Decree 177/2024/ND-CP are subject to the early retirement policy in Decree 178/2024/ND-CP.
Along with that, the Politburo issued Directive 45-CT/TW dated February 28, 2025 on Party congresses at all levels towards the 14th National Congress of the Party. The Directive clearly states the regulations on the time of calculating age at point 3.2 and the age of participation in Party committees, authorities, and the Fatherland Front (including socio-political organizations) at point 3.3.
Therefore, the Ministry of Home Affairs requests that Provincial Party Committees, City Party Committees, and People's Committees of provinces and centrally-run cities, based on the above-mentioned Politburo Directive and Government Decree, implement regimes and policies for subjects under their management.
Clause 2, Article 1 of Decree 67 stipulates the groups of subjects of application, including:
Cadres who are not old enough to be re-elected or re-appointed as prescribed in Clauses 1, 2 and 3, Article 2 of Decree No. 177/2024/ND-CP dated December 31, 2024 of the Government stipulating the regime and policies for cases of non-re-election or re-appointment; Cadres who meet the age requirements for re-election and reappointment to the same-level Party Committee, whose working time from the date of the congress organization is from 2.5 years (30 months) to 05 years (60 months) until reaching the retirement age prescribed in Clause 4, Article 2 of Decree No. 177/2024/ND-CP and cadres who are participating in Party Committees in Party Committees must end their activities and consolidate the organizational apparatus with 05 years (60 months) or less until retirement age, and wish to retire early to create conditions for arranging Party Committee personnel in Party Congresses at all levels leading up to the 14th National Congress of the Party and are approved by competent authorities".
