During this period, the Ministry will select exemplary people to ensure the implementation of tasks related to the implementation of 2-level local government.

This is one of the important tasks emphasized by Minister of Home Affairs Pham Thi Thanh Tra at the Ministry of Home Affairs' conference to deploy tasks for August.

According to Chief of Office of the Ministry of Home Affairs Vu Xuan Han, in July 2025, the Ministry of Home Affairs submitted to the Government for promulgation 3 decrees; 1 resolution; submitted to the Prime Minister for promulgation 5 decisions; submitted to the Minister of Home Affairs for promulgation under his authority 3 circulars.

The Ministry of Home Affairs has focused on advising competent authorities to operate the two-level local government model from July 1. Specifically, the units have compiled and updated the situation of localities implementing the two-level local government model, and proactively and promptly issued guiding documents to handle difficulties, problems, and issues arising immediately after implementation.

In addition, the Ministry of Home Affairs also focused on advising competent authorities to complete activities on the occasion of the 78th anniversary of War Invalids and Martyrs Day.

The Ministry has reported to the Government the recommendation of the National Wage Council on the adjustment of regional minimum wages; advised on the implementation of salary and salary allowance regimes for cadres, civil servants and public employees after the reorganization of the apparatus and organization of two-level local governments...

Regarding tasks in August, the units of the Ministry focus on implementing 3 plans to implement the Law on Cadres and Civil Servants 2025, the Law on Organization of Local Government 2025, and the Law on Employment 2025 to ensure progress and quality, especially speeding up the progress of drafting decrees and circulars.

Regarding the task of continuing to implement the contents of salary policy reform according to Conclusion No. 83-KL/TW of the Politburo, the Ministry of Home Affairs advised competent authorities to review and propose amendments and supplements to the allowance regime for cadres, civil servants and public employees after the arrangement and organization of the apparatus.

This is the basis for developing and submitting to the Government and the Minister for promulgation of decrees and circulars under their authority related to allowance policies, ensuring consistency and suitability in localities.

In particular, the Ministry of Home Affairs will select 34 capable, qualified, dedicated, and responsible officials to send to their localities to support provinces and cities for 3 months. During this period, the Ministry will select exemplary people to ensure the implementation of tasks related to the implementation of 2-level local government.

To successfully complete this task, the Minister requested that training and development be organized, and that content, programs and documents be prepared for the selected officers to be ready for departure.
