According to the Ministry of Agriculture and Rural Development, in the face of continuous changes in the rice export situation in the world recently, such as Russia officially withdrawing from the Agreement on grain export through the Black Sea; India and the United Arab Emirates (UAE) temporarily suspending rice exports as well as other arising issues.

In addition, the El Nino phenomenon, salinity intrusion and drought have also had negative impacts on rice production. To affirm the important role, maintain the position and reputation of the Vietnamese rice industry in the global food supply chain and contribute to ensuring world food security according to Vietnam's commitments, the Ministry of Agriculture and Rural Development respectfully submits to the Prime Minister for consideration and issuance of a Directive on strengthening rice export in the new situation.

Rice export activities are facing new opportunities.

The content of the Directive is the specific tasks of ministries, branches, localities, the Vietnam Food Association and issues that need to be focused on and directed strongly to strengthen rice export in the current context.

Specifically, the Ministry of Agriculture and Rural Development monitors, forecasts and grasps the production situation, strengthens pest control, proactively responds to adverse weather developments to ensure the safety of production crops to ensure the target of 43 million tons of rice in 2023. Directs localities to closely follow the fields and organize production in accordance with technical instructions to ensure productivity and output according to plan.

Preside over and coordinate with relevant agencies and localities to promptly handle technical barriers to ensure increased volume and expansion of Vietnam's rice export market. Direct plant quarantine agencies to create the most favorable conditions for rice export, minimize inspection time, and complete procedures on the basis of ensuring compliance with regulations of Vietnam and the importing country.

The Ministry of Industry and Trade continues to promote rice exports based on close monitoring and forecasting of the import and export situation; consumption demand; food prices in the region and on the world market to have proactive and flexible measures to regulate rice trading and import and export to ensure improved export efficiency.

Preside over and coordinate with relevant agencies to strengthen traditional and key markets, making the most of the advantages of signed free trade agreements to increase export value.

At the same time, coordinate with the Ministry of Foreign Affairs and the Ministry of Agriculture and Rural Development to proactively negotiate to diversify export markets, take advantage of opportunities to capture new and potential markets to increase the competitiveness of the Vietnamese rice industry.

Timely coordinate with relevant agencies to support and remove difficulties and obstacles in importing input materials for agricultural production such as seeds, fertilizers, pesticides, etc. to ensure conditions are ready for production.

For the People's Committees of provinces and centrally-run cities: direct specialized agencies to monitor and closely follow the fields; be proactive and flexible in managing rice production to ensure achieving and exceeding the planned productivity and output targets on the basis of strict compliance with technical and food safety regulations of Vietnam as well as importing countries.

Create all favorable conditions for local people and businesses in rice production and trading. Actively coordinate with relevant agencies or report to competent authorities to promptly remove difficulties and obstacles in rice production to ensure smooth production, circulation and export of rice. Actively grasp the situation and new information, promptly respond to situations arising in the locality to promote rice production and export.

On the part of the Vietnam Food Association, proactively grasp information on the world rice market, the needs and capacity of rice import-export traders to promptly inform relevant state management agencies and the rice production and trading community in Vietnam. Actively participate in and organize trade promotion activities for the rice industry, especially for international markets to boost export activities, increase turnover and enhance the competitive advantage of the Vietnamese rice industry.
