The Ministry of National Defense recently received a petition from voters of the former Bac Kan province (now Thai Nguyen province) stating that currently, many children in the province have studied at military schools such as the Political Officer School, Army Officer School... or are working in the military, but have not been assigned to work in their hometown.
Voters proposed regulations to create conditions for soldiers to work near home to stabilize their lives and serve long-term with peace of mind.
The Ministry of National Defense said that the mobilization of cadres and the arrangement of graduates from academies and officer schools, and their placement in accordance with their residential areas, is a legitimate aspiration of cadres, in order to implement the policy of supporting cadres' families, helping cadres feel secure in their work, in accordance with the policies of the Central Military Commission Standing Committee, the Ministry of National Defense, and the annual guidance of the General Department of Politics.
However, the tasks of the Army are of a military nature, the mobilization of cadres, arrangement and assignment of work to graduates must be based on the cadres' training major, staffing needs, the current number of cadres of each unit and task requirements, ensuring that there is no overlapping or surplus cadres. For recruited cadets who are ethnic minorities of military regions, they will be mobilized to the military region.

Graduates of the platoon-level officer training program (including the Political Officer School and the Army Officer School) will be assigned by the Ministry of National Defense to units under the Ministry; the units will arrange and assign officers to suit the actual situation.
Through review and statistical reports of agencies, units and schools in recent years, the number of officers graduating from training annually with permanent residence in Bac Kan province exceeds the staffing needs of units stationed in the area.
Therefore, according to regulations, officers will be transferred to missing units in other provinces of Military Region 1 or units outside the Military Region.
According to regulations, graduates are assigned to units to hold job titles and positions and receive salaries according to regulations (i.e. work assignments and job placement after graduation). Excellent and good graduates are given priority when their wishes are considered when assigned to units.
All students must strictly comply with the assignment of work after graduation. The Ministry of National Defense assigns work based on the training objectives and needs of each unit.
Proposal to add household registration policy to the Law on Officers
The Ministry of National Defense has just received a petition from voters in Quang Ngai province to study and submit to the National Assembly to add to the Law on Officers of the Vietnam People's Army regulations on salaries, allowances, housing and working conditions for officers in active service. Specifically, voters proposed that officers in active service be guaranteed official housing and given priority in housing and land policies; and household registration according to Government regulations.
The Ministry of National Defense said that Clause 7, Article 31 of the Law on People's Army Officers stipulates that officers in active service are entitled to policies on residential land and housing allowances; are entitled to support policies on social housing, and are guaranteed public housing according to the provisions of law.
Regarding household registration according to Government regulations, it has been stipulated in Article 37 of the Law on Officers of the Vietnam People's Army in 1999, however, the Law on Residence in 2020 abolishes the regulation on household registration. Therefore, the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army in 2024 has amended the word "household registration" with the word "permanent residence" to unify the provisions of the Law on Residence.
