Specifically, regarding the draft Law on Value Added Tax (amended), the Ministry of Finance said that it is expected that in the last 6 months of 2023, it will complete the dossier proposing the development of the Law to send to the Ministry of Justice to submit to the National Assembly and the National Assembly Standing Committee for registration to add to the law and ordinance development program of the National Assembly in 2024.
Coordinate with ministries, branches and National Assembly Committees to study and develop the Law on Value Added Tax (amended) expected to be submitted to the National Assembly for comments at the 7th session (May 2024) and approved at the 8th session (October 2024).
Notably, the Ministry of Finance said that some proposed contents in the draft Law on Value Added Tax may lead to reactions from businesses and people, especially in the context of production and business facing many difficulties and in fact, recently the National Assembly and the Government have had to issue many policies to support and remove difficulties for businesses and people, and implement social security.
This agency recommends that the proposed policy contents for amendments and supplements to the Law must be carefully and thoroughly studied and consulted with experts, agencies and organizations before being submitted to competent authorities. At the same time, the Ministry of Finance requests that ministries, branches and National Assembly Committees pay attention, provide guidance and coordinate in the process of drafting the Law so that the Law on Value Added Tax (amended) ensures quality and is submitted to the National Assembly for approval according to the registered schedule.
Regarding the Law on Personal Income Tax, the Ministry of Finance said that, in order to carry out its assigned tasks, the agency has sent Official Dispatch No. 13827/BTC-CST to the Ministry of Justice to synthesize and submit to the Government a report on the results of research and review of the Law on Personal Income Tax; Law on Environmental Protection Tax; Law on Non-agricultural Land Use Tax; Law on Export Tax and Import Tax; Law on Natural Resources Tax.
On March 16, 2023, the Government submitted Report No. 71/BC-CP to the National Assembly Standing Committee on the results of implementing Plan No. 81/KH-UBTVQH15, in which it proposed to develop a draft Law on Personal Income Tax (amended) and proposed to include it in the Law and Ordinance Development Program for 2025, expected to be submitted to the National Assembly for comments at the October 2025 Session and approved at the May 2026 Session.
