Ministry of Finance works online with Ninh Thuan and Binh Thuan provinces

On the morning of March 24, 2025, Minister of Finance Nguyen Van Thang had an online meeting with the two provinces of Ninh Thuan and Binh Thuan on the situation of production, business, investment, construction and export in the area. Attending the meeting at the Ninh Thuan province bridge were comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of the provincial departments, branches and sectors.

In 2025, Ninh Thuan province has built a growth scenario of 13.5%, ensuring the target assigned by the Government in Resolution 25/NQ-CP of 13%. Accordingly, the socio -economic situation in the first two months of the year and the expected first quarter of 2025 of the province remains stable and growing: total retail sales and service revenue increased by 12.7%; total budget revenue is estimated at 1,880 billion VND, reaching 34% of the estimate, up 43.2% over the same period; import and export activities have improved, with a total turnover of 29.68 million USD, up 42.35% over the same period. Estimated Customs revenue by March 31, 2025 reached 32.5 billion VND, an increase of 2.2 times over the same period, equal to 53% of the plan for 2025. Regarding the disbursement of convention investment capital by the end of March 2025, it reached 12% of the estimate assigned by the Prime Minister in 2025. Regarding the implementation of national target programs, it is estimated that by the end of March 2025, the disbursement will reach 31.1%. Regarding the progress of the construction of the Nuclear Power Plant: The province has focused on directing the adjustment of the Provincial Planning in a shortened order to ensure the conditions for implementing the tasks related to the implementation of the Ninh Thuan Nuclear Power Plant, while at the same time resolutely directing the work of compensation, site clearance, resettlement and implementation of the construction of the Nuclear Power Plant to ensure the progress assigned by the Prime Minister. Ninh Thuan has also stepped up the implementation of a 90-day and night campaign in response to the emulation movement "Eliminating temporary and dilapidated houses in the province" with a total of 1,361 households, of which 995 households built new houses and 366 households repaired them with a total cost of more than 70.6 billion VND. It is expected that by the end of June 2025, the province will complete the goal of eliminating temporary and dilapidated houses, exceeding the plan set by the Central Government.

At the meeting, Ninh Thuan province proposed that the Prime Minister's Working Group and the Ministry of Finance continue to pay attention to and allocate capital for Ninh Thuan to implement the project of site clearance and resettlement of nuclear power plants; consider and support the removal of difficulties and obstacles for renewable energy projects; adjust the VIII power plan, including adding 6 solar power projects with a total capacity of 572MW, to promote new capacity to increase contributions to the province's growth. Report to the Government to support 100% of the central budget to prioritize investment in key and dynamic connection infrastructure for the period 2026-2030, including 4 projects: Inter-regional transport infrastructure project connecting Ca Na seaport, North-South expressway to the provinces of the Southern Central Highlands; Dynamic route connecting North-South expressway - Thanh Son airport - Phan Rang-Thap Cham city center - coastal road to Ninh Chu National tourist area; Implement the Coastal Road - Cam Ranh Airport Connection Road; construct technical infrastructure works, social infrastructure inside and outside the fence of Ca Na Industrial Park; contribute to completing infrastructure to promote socio-economic development of the province.

Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the meeting.

Speaking at the meeting, comrade Tran Quoc Nam said: Ninh Thuan is determined to strive to achieve a growth rate of 13.5% and for this growth, the province has a specific roadmap for key industries as well as growth industries. However, to achieve this growth target, the mechanisms and policies of the Central and local governments must be cleared, especially the mechanisms and policies from the Central government. In the past, Ninh Thuan has basically achieved the set targets for the agriculture, forestry, trade and service sectors, but the construction industry group has not completed the target because this group includes the energy and renewable energy sectors. Accordingly, the province has completed 57 projects with a total capacity of 3,770 MW, in addition, no new projects have been created and there are no projects to load the grid; this is the biggest difficulty the province is facing. Regarding the recommendations, comrade Tran Quoc Nam suggested that the Central Ministries and branches need to have a deeper and more comprehensive assessment of the difficulties of the business community, especially private enterprises, in which there should be mechanisms, policies and solutions to remove difficulties for businesses, especially in the field of import and export; remove bottlenecks in the VIII power planning; soon have a price mechanism for wind power, solar power...

Concluding the working session, Minister of Finance Nguyen Van Thang highly appreciated the socio-economic development results of the two localities of Ninh Thuan and Binh Thuan achieved in the first 3 months of 2025, especially economic growth and budget revenue. Regarding specific tasks in the coming time, the Minister requested that the ministries, central branches and the two localities continue to pay attention to directing the implementation of socio-economic development tasks in order to strive to achieve the targets assigned by the Government in Resolution No. 25/NQ-CP on growth targets for sectors, fields and localities to ensure the national growth target in 2025 reaches 8% or more. Continue to create a favorable environment for investment in production and business, science and technology innovation and promote digital transformation; promptly update domestic and foreign developments to propose appropriate fiscal policies and plans; Implement tax extension to support the economy, in parallel with strengthening tax management, striving to increase revenue by 10% compared to 2024 to have resources for development investment spending. Proactively review and adjust the 2025 budget in conjunction with restructuring the apparatus, ensuring that the State apparatus operates smoothly and without interruption. Promote green transformation, promote emerging industries and sectors, develop policy mechanisms to apply the public investment - private management model; private investment - public management; study and propose mechanisms and policies to promote business development. Urgently and seriously implement the Party and State's policies on merging and rearranging provincial and commune-level administrative units, and abolishing the district level to ensure the requirements and roadmap set out. Provinces prioritize allocating resources to eliminate temporary and dilapidated houses, ensuring completion before October 31, 2025 as directed by the Prime Minister; At the same time, proactively review and handle internal issues of the locality to remove difficulties, promote local socio-economic growth and development, and ensure national defense and security in the area. In particular, Ninh Thuan province needs to urgently and effectively implement Resolution No. 189/2025/QH15 dated February 19, 2025 of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project./.
