DTO - Digital transformation in building digital government, developing digital economy and digital society to better serve the needs of businesses and people is the goal that Chau Thanh district has been implementing. Digital transformation is the driving force for development

Pursuant to Resolution No. 04-NQ/TU dated December 31, 2021 of the Provincial Party Committee on digital transformation of Dong Thap province, the Standing Committee of Chau Thanh District Party Committee issued plans to direct the synchronous implementation of digital transformation work on 3 pillars: digital government, digital economy and digital society.

The district has established a Steering Committee for Digital Transformation, a Working Group at the district and commune levels, and assigned specific tasks to each member in charge of each task and each field. In addition, the district has promoted information and propaganda work through the "Community Digital Technology Group" so that agencies, businesses, officials, party members and people are fully aware and create high consensus in implementing digital transformation.

Localities deploy training and guidance for cadres, civil servants, business communities and people to install and use digital services to interact with the government through digital platforms; use non-cash payment methods through creating bank payment accounts and e-wallets; install and use digital services to serve essential needs in the fields of health, education, social policies, electronic health records, tuition payment, electronic contact books, etc.

Imprints from digital transformation

Up to now, after 3 years of implementation, digital transformation work in the district has achieved remarkable progress. In particular, digital infrastructure along with 3 key areas of education, health and agriculture have had clear positive changes.

Digital infrastructure is invested in a systematic manner, in which WAN, LAN - specialized data transmission networks are renovated and upgraded, the Internet system ensures continuous, smooth, stable and safe operation; computers, printers, televisions and other necessary equipment serving the unit's operations are invested synchronously; 100% of cadres and civil servants are granted digital signatures and use them regularly; 100% of outgoing and incoming documents are processed and circulated in accordance with regulations, there is no longer a situation of unprocessed documents, there is no longer a situation of printing documents to ask for leaders' opinions.

The district arranged support machines for people to complete online records and equipped software "supporting people without writing" at the one-stop-shop department at the district and commune levels; arranged computers to survey the satisfaction of organizations and citizens to get opinions on the service attitude of officials and civil servants at the one-stop-shop department; built an electronic information page for 12 new rural communes, advanced new rural communes and civilized urban towns to publicly and transparently implement the administrative procedure settlement process in the district...

In developing the digital economy, the locality coordinates to support, guide, train and coach people to participate in e-commerce platforms, selling products on Voso.vn, Postmart, Shopee, Tiki, Lazada, Buudien.vn... From there, gradually changing awareness about how to sell, build image and brand for products. Currently, 38 OCOP products of the district have been put on e-commerce platforms. The products are gradually perfecting their packaging and label designs, and adding traceability stamps to help sales increase many times over before.

Schools and medical stations in the area also promote digital transformation through the application of online teaching, learning and testing systems, approving lesson plans and lectures in the electronic environment, mobile device applications for teachers to support teaching and learning management, electronic contact book services, electronic transcripts; deploying and consulting on remote medical examination and treatment for people; deploying instructions for people to install electronic medical records (Dong Thap Health) on mobile devices...

Applying digital transformation in traceability on labels helps agricultural products affirm their quality and build trust with consumers.

The initial results of the district's digital transformation have been highly appreciated by the people, who have actively participated in the local digital transformation process. Ms. Duong Thi Nga - a resident of Phu Huu commune commented that currently, administrative procedures are carried out online, helping people reduce procedures and save time. At the same time, through channels such as Zalo, Facebook, and the Electronic Information Page, people can quickly update policies on administrative procedures, policy mechanisms, etc.

Mr. Le Hoang Minh - Head of Self-Managed People's Group No. 6, An Thanh Hamlet, An Phu Thuan Commune shared: “Previously, communicating policies, guidelines or work information to people took a lot of time. However, since the Zalo group was established, all information has reached people much faster and more effectively. With just one message sent to the group, people can immediately grasp information from their superiors. Thanks to that, people have raised their awareness of complying with the Party's policies, the State's policies and laws, and at the same time better understood the local work being implemented."

The VietGAP durian production model combined with digital traceability in Phu Huu commune is an innovation in the cultivation process and aims for sustainable development.

Mr. Phan Thanh Dung - Vice Chairman of Chau Thanh District People's Committee shared that digital transformation has created a strong development step in local socio-economic development, especially in 3 key areas: agriculture, health, education. These changes create positive effects, bring many new values, serve the people better. From these results, in the coming time, in addition to propaganda, innovation, improving the efficiency of digital transformation activities, the locality will focus on building new models, perfecting synchronous infrastructure; regularly urging, inspecting, promptly removing difficulties in the implementation process...
