(TN&MT) - On January 13, at Dien Hong Hall - National Assembly House, the Central Party Secretariat organized a National Conference on breakthroughs in science , technology, innovation and national digital transformation.
The conference was held directly from the Central bridge at Dien Hong Hall, National Assembly House; combined online at Provincial Party Committees, City Party Committees, Central Party Committees; Central departments, ministries, branches, and public service units; provincial, district, and commune-level bridge points with 15,345 bridge points and more than 978,500 delegates attending.
At Dien Hong Hall, the conference was attended by General Secretary To Lam; former General Secretary Nong Duc Manh; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; former National Assembly Chairman Nguyen Sinh Hung; Standing member of the Secretariat, Chairman of the Central Inspection Committee Tran Cam Tu; former Standing members of the Secretariat: Phan Dien, Tran Quoc Vuong.

The conference aims to assess the implementation of resolutions of the Party Central Committee, the Politburo, and the Secretariat on science and technology development, thoroughly grasp and deploy Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, creating a breakthrough change in awareness and implementation, contributing to the country's development.
At the same time, it is required that the implementation of tasks on science, technology, innovation and national digital transformation be carried out methodically, scientifically, long-term, smoothly and effectively, creating high unity within the Party, consensus among the people and the business community, entrepreneurs and society.
Development of science, technology, innovation and digital transformation are decisive factors in the development of countries.
Before the Conference, General Secretary To Lam and other Party and State leaders visited booths introducing scientific and technological products, services and solutions researched and developed by domestic scientists and science and technology enterprises, commercialized in the domestic market and exported to many major markets around the world.
At the Conference, delegates watched a documentary film on science, technology, innovation and national digital transformation; listened to the announcement of the Decision on establishment; Regulations on functions, tasks and powers of the Central Steering Committee; Summary report on the situation and results of implementing the Party and State's guidelines and policies on science, technology development, innovation and digital transformation in recent times; thoroughly grasped and implemented the spirit and core content of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
Developing science and technology, innovation and national digital transformation are top important breakthroughs.
Reporting on the situation and results of the implementation of the Party and State's guidelines and policies on science, technology, innovation and digital transformation in recent times; thoroughly grasping and implementing the spirit and core content of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, comrade Thai Thanh Quy, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Economic Commission, said that Resolution 57 was issued by the Politburo on December 22, 2024, emphasizing that science, technology, innovation and digital transformation are decisive factors in the development of countries; are prerequisites and the best opportunities for our country to develop richly and powerfully in the new era - the era of national development.
The Resolution also clearly states the goals by 2030. These are: the potential, level of science, technology and innovation reaching advanced levels in many important fields, among the leading groups in upper-middle-income countries; the level, capacity of technology and innovation of enterprises reaching above the world average; some fields of science and technology reaching international levels.
Vision to 2045, identify science, technology, innovation and digital transformation to develop steadily, contributing to making Vietnam a developed country with high income. Vietnam has a digital economy scale reaching at least 50% of GDP; is one of the digital technology industry centers of the region and the world; belongs to the group of 30 leading countries in the world in innovation and digital transformation.
The Resolution also sets out 7 groups of tasks and solutions, emphasizing raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new momentum and new spirit in the whole society in developing science, technology, innovation and national digital transformation.
Implement Resolution 57 with strong, methodical steps
At the Conference, delegates listened to Prime Minister Pham Minh Chinh thoroughly understand the content and spirit of the Government's Action Program to implement Resolution No. 57-NQ/TW.
Prime Minister Pham Minh Chinh emphasized that Resolution No. 57-NQ/TW is a document of strategic significance, marking an important turning point for the country in the fields of science and technology, innovation and digital transformation. The Resolution is of special significance, a guideline for development in the new era of strong, civilized and prosperous development, and a strong call for the entire Party, people and army to join efforts to turn Vietnam into a developed, high-income country with global competitiveness.
On January 9, 2025, the Government issued Resolution No. 03/NQ-CP promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo, ensuring quality and time as prescribed. This is a comprehensive, overall Action Program, designed with a long-term vision, clear goals and highly feasible solutions, aiming to concretize the Party's major orientations and policies into practical, realistic actions.
Prime Minister Pham Minh Chinh emphasized that in order for Resolution No. 57-NQ/TW to come into practice and promote its effectiveness in all areas of social life, agencies in the political system, at all levels, in all sectors and localities need to pay special attention to organizing and implementing it, ensuring proactiveness, timeliness, flexibility and effectiveness in the spirit of "clear thinking, high determination, great efforts, drastic actions, with focus and key points, doing each task properly, completing each task"; focusing on assigning specific tasks in the spirit of "5 clear", "dare to think, dare to do, dare to break through for the common good" and the motto "The Party directs, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects, then only discuss and do, not discuss backing down".
Organize to perfect the law on science, technology development, innovation and digital transformation
At the Conference, National Assembly Chairman Tran Thanh Man presented a thematic report on "Policies and solutions on institutions, promoting the development of science, technology, innovation and national digital transformation".
The National Assembly Chairman stated: Resolution 57-NQ/TW sets out 7 tasks and solutions; through review, it shows that with more than 100 specific tasks and solutions, of which 16 tasks require research and development of mechanisms and policies that can be considered very new, such as: developing the artificial intelligence industry, the Internet of Things; investing in and building data centers, cloud computing; forming storage infrastructure that meets international standards, green standards; building large databases, forming Vietnam's big data industry; building a number of schools and training centers for advanced research specializing in artificial intelligence... On that basis, the National Assembly Chairman emphasized the need to focus on key tasks and solutions.
In particular, the National Assembly Chairman said that the National Assembly, the National Assembly Standing Committee, and the National Assembly agencies will actively coordinate with the Government and the Government agencies to lead, direct, and organize the review of the relevant legal system; complete, timely, and synchronous institutions in accordance with the requirements of Resolution 57-NQ/TW. At the same time, the organization will assign tasks to monitor, guide, urge, inspect, supervise, and report on the implementation of the Resolution; clearly indicate the results achieved, the work that has not been done, the work that has not met the requirements, solutions to overcome and individualize responsibilities; in the immediate future, urgently coordinate to prepare and actively implement the Law and Ordinance Development Program in 2025.
Resolution 57 will create a breakthrough, contributing to socio-economic development and ensuring national defense and security.
Speaking at the Conference, General Secretary To Lam emphasized that our Party and State always consider science and technology as the decisive factor and foundation for the sustainable development of the country. Since the 4th Congress, science and technology have been identified as a revolution, and up to now, as a top national policy. Many important Resolutions have been issued, bringing positive results, contributing to the development of the country as it is today.
To effectively and promptly implement the Resolution, the General Secretary clearly stated the viewpoint: Always thoroughly consider investment in science - technology, innovation and digital transformation as a long-term strategy, accepting delays and risks in implementation. Consider this as an investment, and investment means accepting both wins and losses. Consider data as a new resource, the "air and light" of the new era, and new means of production; digital transformation is a tool to innovate production methods, business, and productive forces. Innovation is the "magic wand" to achieve sustainable prosperity, with scientists holding the central position.
Breakthroughs must be made in both natural sciences and social sciences, which are endless spaces with many wildernesses and many opportunities for intellectuals, scientists, and workers to turn “stones into rice.”
Regarding action, the General Secretary requested: It is necessary to clarify what the State does? What do businesses do? What do intellectuals and scientists do? What do the people do? How do they benefit? The State needs to focus on four things: Perfecting institutions and laws to make breakthroughs and develop; building an infrastructure system to serve breakthroughs; creating a rich and intelligent human resource with enough capacity for breakthroughs; ensuring security, safety of information data, secrets, know-how, ensuring intellectual property rights, protecting national sovereignty, and developing independently.
The General Secretary stated that it is necessary to unify awareness and action. Determining that science and technology development, innovation and digital transformation are strategic tasks of the entire Party, people and army. The Central Committee has set an example of action with the accompanying Action Program being thoroughly implemented today.
The General Secretary suggested that it is necessary to urgently perfect institutions and policies. In 2025, as soon as possible, it is necessary to complete the amendment, supplementation or promulgation of new legal regulations, policy mechanisms, remove all bottlenecks and barriers to develop science, technology, innovation and digital transformation, unleash creativity to the maximum, encourage people to dare to think, dare to do, dare to take responsibility; encourage dynamic and creative people who dare to think and dare to do, first of all, by legal regulations, creating space for managers to make decisions and take responsibility.
The Politburo has directed the innovation of the law-making process, ensuring flexibility and efficiency, and this spirit will be institutionalized in the Law amending the Law on Promulgation of Legal Documents, which is expected to be approved by the National Assembly soon. The Government Party Committee needs to coordinate with the National Assembly Party Delegation to direct the timely implementation of the development of 27 laws and 19 decrees in 2025, ensuring the institutionalization of Resolution 57 of the Politburo and the early issuance of guiding documents so that new regulations can soon be put into practice. Institutional improvement must go hand in hand with effective implementation, with a strict monitoring and evaluation mechanism, especially for the team of implementing officials. Immediately eliminate the situation of "spreading carpets above, spreading nails below" and eliminate the mindset of tenure, jealousy, or egalitarianism.
The General Secretary pointed out that it is necessary to urgently reorganize the science and technology apparatus. In the first quarter of 2025, complete the reorganization of science and technology organizations; focus on key investments to develop strong research organizations. Have a specific plan to build high-quality human resources, especially science and technology talents. Implement breakthrough solutions to attract leading technology corporations, attract Vietnamese and foreign technology talents to work. Procedures related to this issue must be more open, even highly competitive compared to other countries to attract them. Consider removing business conditions that are no longer suitable to the new requirements of Resolution 57. The State can select a number of pilot institutes or schools to invite outside experts to be leaders, especially from the overseas Vietnamese community, those who understand Vietnamese culture well, have grown up in developed countries, are knowledgeable in expertise and management, and have extensive international connections.
Calculate the formation of a Chief Architect or General Engineer mechanism for the implementation of large projects on science, technology and digital transformation of an interdisciplinary nature; establish a National Institute for Standards and Inspection for research, testing, evaluation and inspection of products and services. The State facilitates the establishment of private research institutes, supports procedures, encourages with taxes and credits, invites foreign experts to work, and creates all conditions for favorable operations.
In 2025, the first year of implementing Resolution 57, the Government needs to innovate the budget allocation plan for science, technology development, innovation and national digital transformation. It is recommended that the Government allocate at least 3% of the budget to carry out this task and continue to increase the ratio of spending on science and technology to 2% of GDP in the next 5 years. Announce this policy soon and guide the implementation procedures. Review and adjust projects to ensure compliance with Resolution 57, avoid waste, focus on effective and targeted investment. At the same time, thoroughly reform the process of allocating, managing and settling funds, eliminating the "ask - give" mechanism and cumbersome procedures to optimize resources and encourage innovation.
Quickly develop high-quality human resources, the General Secretary requested, issue a mechanism to attract talents in general, especially science and technology talents, overseas Vietnamese talents and international experts, with attractive policies on nationality, income, housing and working environment...; increase investment in technology infrastructure, including digital technology.
In particular, it is necessary to prepare energy infrastructure for the next 5-10 years, focusing on clean energy, ensuring sufficient energy for development through concrete actions. Optimize and upgrade digital infrastructure, build 5G base stations, expand broadband Internet and fiber optic coverage. Build a National Data Center, implement the Data Law and a data exchange in 2025.
In 2025, the Government Party Committee needs to direct the review and supplementation of the Power Plan VIII, effectively exploit potentials such as wind power, solar power, and implement the construction of nuclear power plants to ensure sustainable power sources. At the same time, it is necessary to effectively manage, exploit, and protect minerals, especially rare earths, to serve the development of national science and technology.
Focusing on sectors with advantages and potential, avoiding spreading out, the General Secretary suggested that it is necessary to prioritize resources for a number of economic sectors with advantages and potential for development, avoiding spreading out, inefficiency and waste; promoting cooperation and taking advantage of international knowledge. Promoting research cooperation and technology transfer with advanced countries, especially in areas such as artificial intelligence, biotechnology, semiconductors and renewable energy. Actively participating in building international standards, first of all in the ASEAN region, through initiatives such as the Hanoi Convention; we must know how to "stand on the shoulders of giants". Attracting investment from large technology corporations, creating opportunities for Vietnamese enterprises to participate in the global value chain, encouraging technology transfer, improving the capacity to learn, absorb, master and improve the world's knowledge and technology.
Determined to carry out the revolution of science, technology, innovation and digital transformation, not missing the opportunity again, General Secretary To Lam called on the entire Party, people and army to unite, be creative, successfully carry out tasks, quickly put Resolution 57 into life, build a peaceful, unified, independent, democratic and prosperous Vietnam, as wished by President Ho Chi Minh.
The General Secretary pointed out that developing science, technology, innovation and digital transformation is not just a choice, but a way to survive. Leaders at all levels need to consider this a key political task; scientists and businesses should contribute and be creative; people need to accompany, learn and improve their digital skills.
With a solid political and legal foundation and high consensus from the entire Party, people and intellectuals, the General Secretary believes that the Resolution will create a breakthrough, contributing to socio-economic development and ensuring national defense and security.
