
At the meeting, Dien Bien province proposed that the Ministry of Finance advise the Government to amend and supplement a number of regulations related to the sale of land and assets on land for old surplus offices. Currently, the province is implementing investment in construction and relocation of provincial agencies and units to the new administrative political center. Some old offices of agencies and units will be surplus and are expected to be auctioned to implement investment projects according to the planning approved by competent authorities. It is proposed that the Ministry of Finance pay attention to allocating an additional 30 billion VND in 2024 to ensure the progress of the completion of the investment project to build the Dien Bien Provincial Reserve Force Training Center.
Propose that the Ministry of Finance consider, balance, and support Dien Bien with a budget of 150 billion VND from the increased central budget revenue in 2023 and the central budget reserve in 2024 so that the province can invest in the construction of irrigation works, embankments to prevent landslides in residential areas, and production land with potential risks of insecurity in vulnerable areas in the province. Currently, the province is researching and building a project to build a ceiling dam to retain water, serving agricultural production, aquaculture, and developing tourism on the surface of Muong Lay town lake with a total investment of 2,970 billion VND. The project aims to create long-term livelihoods, sustainable development, and increase income for people. Therefore, it is proposed that the Ministry of Finance pay attention and support the policy, and consider allocating capital to implement the project. Instructing localities to remove difficulties and obstacles in the finalization of completed projects for the High School project in Bun Nua district, Phoong Sa Ly province (Lao PDR). Proposing the Ministry of Finance to amend and supplement Circular No. 65/2021/TT-BTC dated July 29, 2021 on budget preparation, management, use and finalization of public asset maintenance and repair costs in the direction of expanding the scope, subjects of adjustment and specifying specific regulations by budget limits.

Minister of Finance Ho Duc Phoc suggested that Dien Bien province pay more attention to improving the material and spiritual life of the people. Focus on developing the industrial sector, especially the tourism and processing service industry, creating raw material areas. Increase investment attraction from economic sectors in the area; strengthen connections with major cities and economic centers to gain support. For surplus headquarters when implementing the project to relocate the administrative center, the province needs to make a plan (commercial center, apartment complex) and then organize an auction. Regarding the construction of embankments to prevent natural disasters and stabilize production, first of all, the locality must have a project and complete procedures; however, there is no funding source from this year's increased budget revenue. The construction of the provincial reserve force training center currently costs 30 billion VND, and in 2024, the Prime Minister has allocated 10 billion VND.
The Minister of Finance expressed his hope that Dien Bien province would organize the 70th anniversary of the Dien Bien Phu Victory to become a milestone, widely spreading the message so that the whole country knows about Dien Bien, and everyone knows the potential of Dien Bien. This is a breakthrough for Dien Bien to develop.
Speaking at the meeting, Provincial Party Secretary Tran Quoc Cuong thanked the Minister of Finance for his attention and support to Dien Bien province. Regarding the Minister's opinions related to the programs and projects that the province has proposed, he will direct the relevant agencies to promptly complete the complete dossiers and procedures to submit to the relevant levels according to regulations.

Previously, Minister of Finance Ho Duc Phoc offered incense to commemorate heroic martyrs and planted memorial trees at the Dien Bien Phu battlefield martyrs' temple and A1 martyrs' cemetery.
