Minister of Public Security: Cyber security cannot be separated from national development

(Dan Tri) - According to the head of the Ministry of Public Security, cyberspace is becoming a new combat environment, where all aspects of life are bustling, posing increasingly high requirements for cybersecurity protection.

On the afternoon of August 5, the Ministry of Public Security solemnly held the first Vietnam Cyber Security Day Celebration with the theme: "Cyber security imprints and orientation in the era of national growth".

The event not only aims to raise awareness among people and society as a whole about the role and significance of cyber security, but is also an opportunity to look back on achievements and set strategic directions for the future.

Speaking at the ceremony, General Luong Tam Quang, Politburo member and Minister of Public Security, affirmed the position of cyber security in the country's development, an inseparable protection task for Vietnam to realize its national aspirations and catch up with the times.

Cybersecurity: Foundation for national aspirations

Minister of Public Security Luong Tam Quang emphasized: “Technology development, innovation and digital transformation are not an option but a "vital path" to realize national aspirations.

This is the "golden key" to help Vietnam overcome the middle-income trap, avoid the risk of falling behind and catch up with the times. However, this development must go hand in hand with ensuring network security, data security and information security, as in the spirit of Resolution 57 of the Politburo .

According to the head of the Ministry of Public Security, to realize this vision, the Party and State have issued and led many important policies.

Typical examples are Resolution 29 on the Strategy for National Cyber Security and Resolution 30 on the National Cyber Security Strategy. The establishment of the National Cyber Security Steering Committee, chaired by the Prime Minister, shows the special attention of the Government at the highest level.

Institutionalize and build people's security posture

The legal system on cybersecurity has been gradually improved. The National Assembly has issued a series of important laws such as the Cybersecurity Law, the Data Law, and the Personal Data Protection Law. The establishment of the National Cybersecurity Association has also contributed to strengthening coordination between agencies, businesses, and the community.

The key point in this strategy is the construction of a "people's security posture in cyberspace".

The Minister affirmed that this is not only the responsibility of the People's Public Security force but also the cause of the entire people.

Through the Project on building a people's security posture in cyberspace, the Government is mobilizing the combined strength of the business community, entrepreneurs and the entire population.

The contribution of the People's Public Security force in detecting, preventing and neutralizing a series of cyber attacks and sabotage plots of hostile forces has shown the core and vanguard role of this force.

However, a solid position can only be built on the foundation of "people's hearts", where every citizen and every organization is aware of their role in protecting cyber security.

Three strategic solutions to improve capacity

In the context of increasing cybersecurity challenges, cyberspace is becoming a new combat environment, also a bustling place where all aspects of social life take place, posing increasingly high requirements for cybersecurity protection.

The Minister proposed 3 groups of strategic solutions:

Strengthening propaganda and raising sense of responsibility: The Minister requested press agencies and Steering Committee 35 of the Ministry of Public Security to strengthen propaganda in various forms.

The goal is to arouse a sense of responsibility, awareness of law compliance and vigilance for each individual and organization when participating in cyberspace. At that time, each citizen will truly become a "soldier" protecting network safety and security, creating a "solid fortress" against all sabotage plots.

Perfecting the legal basis and mobilizing combined strength: Continuing to perfect the Party's policies and the State's laws.

The Minister particularly emphasized the need to build a legal framework for new technology fields such as artificial intelligence, automation and blockchain technology. This will contribute to shaping, establishing and protecting national sovereignty in cyberspace.

“Mobilizing the participation of the entire political system, from ministries, branches, localities to businesses and people, is a key factor to comprehensively protect cyber security,” General Luong Tam Quang expressed.

Strengthening potential and response capacity: Focus on building and developing the Network of Analysis and Early Warning Centers, along with building effective response plans.

In particular, it is necessary to focus on developing the domestic cybersecurity industry and mastering core technology to avoid dependence on foreign countries.

The Minister believes that this will create a solid foundation for developing cyber security potential. At the same time, building a core force to protect cyber security that is "truly clean, strong, disciplined, elite, and modern".

“With the leadership of the Party and the consensus of the entire people and army, Vietnam has every basis to believe that it will firmly protect cyber security and national sovereignty in cyberspace, moving towards a strong and prosperous Vietnam, firmly entering a new era of development,” the Minister of Public Security hoped.
