Minister Do Duc Duy: Decentralization and delegation of power must be 'clear about people and tasks', not 'delegation of power without delegating power'

(PLVN) - Minister of Agriculture and Environment Do Duc Duy said that after reviewing 1,055 legal documents, the Ministry has clarified more than 1,000 authorities between government levels, of which 500 are under the responsibility of the minister. Decentralization is not only to divide work, but also to create a new, effective, transparent management mindset, linking authority with responsibility and resources, overcoming overlap, pushing and lack of clarity in implementation.

On the morning of June 15, at the Ho Chi Minh National Academy of Politics, Minister of Agriculture and Environment Do Duc Duy gave a speech at the National Conference on training on the organization and operation of Party organizations, government, Fatherland Front, and political organizations at the commune level (new).

According to Minister Do Duc Duy, in the context that the whole country is strongly implementing the two-level local government model, aiming for a streamlined, effective and efficient administrative apparatus, the Ministry of Agriculture and Environment (MARD) has affirmed its pioneering role in perfecting the mechanism of decentralization, delegation of power and clearly defining the authority between government levels to improve management efficiency and serve people and businesses.

According to Minister of Agriculture and Environment Do Duc Duy, implementing the direction of the Central and the Government , the Ministry of Agriculture and Environment has proactively reviewed and revised a series of legal regulations in management areas, aiming to clarify "who does what, where, and what responsibility". A total of 1,055 legal documents have been reviewed, reflecting the large scale and complexity of the legal system in the fields of agriculture and environment, thereby clarifying more than 1,000 authorities at all levels of government.

Specifically, 141 authorities belonging to the Government and the Prime Minister; 500 authorities belonging to the Minister of Agriculture and Environment; and more than 1,000 authorities for local authorities have been clearly established.

"This is an important basis for the Ministry to create a management system that clearly defines people, tasks, and responsibilities, while eliminating cumbersome, overlapping, and inappropriate procedures," said Minister Do Duc Duy.

Based on those results, the Ministry has submitted to the Government for promulgation three fundamental decrees: Decree 136/2025/ND-CP on decentralization and decentralization of state management in the fields of agriculture and environment; Decree 131/2025/ND-CP clearly defining the authority of two-level local governments; Decree 151/2025/ND-CP related to decentralization and decentralization in the field of land.

Along with that, 18 circulars are being urgently completed by the Ministry to specify regulations on administrative procedures, records, and forms for each level of government.

Decentralization and delegation of authority are steps to create flexible management thinking without loosening control.

Minister of Agriculture and Environment Do Duc Duy said that decentralization, delegation of power, and assignment of authority are implemented on the basis of fully understanding the provisions of the Law on Organization of the Government, the Law on Organization of Local Government, and directive documents of the Party and State.

At the same time, the implementation of decentralization and delegation of authority is not simply about allocating responsibilities, but is a step to create a new, flexible, and effective management mindset without loosening control.

According to Minister Do Duc Duy, the Ministry of Agriculture and Environment builds decentralization based on key principles, which are:

Clearly distinguish authority, in which the central government focuses on formulating policies and macro strategies, while localities implement them specifically according to practice. Technical expertise is transferred to the Minister; while contents close to the people and the locality are transferred to the local government.

The Ministry of Agriculture and Environment emphasized the feasibility of implementation, the transfer of authority must go hand in hand with resources, personnel, budget, infrastructure and data. Avoid the situation of "delegating authority without delegating power".

The final principle is to increase the role of the leader, clearly defining the authority between the People's Committee and the Chairman of the People's Committee at each level, attaching personal responsibility, shortening the process, and reducing compliance costs for people and businesses.

In the decentralization roadmap, the Ministry of Agriculture and Environment has focused on two main tasks, which are transferring authority and standardizing administrative procedures.

For the group of tasks decentralized from the Government and the Prime Minister: Empower Ministers and local authorities in specialized areas, promoting flexibility in handling practical situations.

Decentralization from the Minister to localities, 18 circulars are being completed to transfer administrative procedures to localities, standardizing processes to increase transparency and service efficiency.

Decentralization from provincial level to commune level: Commune level is the level closest to the people and understands the people best. Therefore, empowering commune level in land management, environment, natural disaster prevention... will contribute to timely handling of problems arising at the grassroots level.

According to Minister Do Duc Duy, all these transfers come with a clear roadmap, specific implementation conditions and appropriate monitoring and inspection mechanisms.

To put legal regulations into practice, the Ministry of Agriculture and Environment focuses on detailing the procedures for implementing decentralized powers. From documents, forms to processing time, every step is standardized and transparent. The application of digital technology is promoted in receiving, processing and returning results, helping to shorten time, minimize negativity and create maximum conditions for people and businesses.

In addition, the Ministry also regularly reviews to promptly amend and eliminate outdated procedures, integrate inter-sectoral processes and reduce legal compliance costs with a service approach instead of an administrative one.

Minister Do Duc Duy emphasized that the efforts of the Ministry of Agriculture and Environment in reviewing, amending and perfecting the legal system, specifying the principles and contents of decentralization, delegation of power, and determination of authority in the fields of agriculture and environment have been creating positive changes.

This is an important and strategic step to build a modern, streamlined, effective, efficient administration that is close to the people and serves the people better.

Decentralization and delegation of power are not only an objective requirement of the innovation process, but also a breakthrough solution to liberate resources and maximize the potential and advantages of each locality.
