(MPI) - During his working trip to the United States, on June 23, 2024 (local time), Minister Nguyen Chi Dung worked with ARM Company, Marvell Company in Silicon Valley and Google Group. Attending the meeting was Mr. Hoang Anh Tuan, Consul General of Vietnam in San Francisco, United States.

Speaking at a working session with ARM Company with the participation of Mr. Will Abby, Executive Vice President and Chief Business Officer, and senior representatives of several ARM facilities in Silicon Valley and Korea, Minister Nguyen Chi Dung said that Vietnam has developed and implemented the Semiconductor Industry Development Strategy to 2030 and the Human Resources Development Project for the Semiconductor Industry to 2030, with a vision to 2050.
The project aims to train 50,000 semiconductor engineers by 2030, including 15,000 design engineers. The Vietnamese government has given strong direction to create the most favorable investment and business environment for high-tech investment projects, especially in the fields of semiconductors and artificial intelligence; preparing infrastructure, human resources, and institutions to attract and cooperate with large technology corporations in the world , including ARM.
Minister Nguyen Chi Dung suggested that ARM research and soon have a plan for investment cooperation in Vietnam; cooperate with Vietnam in training and human resource development; connect ARM's partners in Asia and around the world to invest in Vietnam. In addition, ARM should soon open a representative office and R&D center at NIC Hoa Lac to promote business activities, research cooperation and introduce new technologies.

At the same time, the Minister proposed that ARM coordinate with NIC to support 30 leading universities in Vietnam in chip design training, organize Train the Trainer courses to train lecturers; support ARM software copyrights to serve training and business incubation at training, research facilities, and innovation centers in Vietnam; develop a shared semiconductor laboratory to serve training and business incubation in the field of chip design; support Vietnamese startups to develop chip designs using ARM technology and intellectual property; ARM introduces microchip design companies in the world to expand operations in Vietnam with abundant talented human resources.
For his part, Mr. Will Abby, Executive Vice President and Chief Business Officer, said that ARM technology is present in more than 95% of smartphones and software operating systems worldwide. 70% of the world's population uses products based on ARM chips. Currently, ARM has a monopoly on chip architecture (chip design enterprises must use ARM's chip architecture). Chip design enterprises in Vietnam are all ARM customers and are being managed by the ARM Korea division. ARM is studying the plan to open an office in Vietnam.

On the same morning, Minister of Planning and Investment Nguyen Chi Dung worked with Marvell Company in Slicon Valley . Attending the meeting were Mr. Mitch Gaynor, Executive Vice President, Chief Administrative Officer of Marvell Company; Mr. Will Chu, Senior Vice President and General Manager, Custom Computing and Storage Division; Mr. Son Hong Ho, Senior Vice President, Custom Computing and Storage; Mr. Dam Quang Le, Director of Marvell Vietnam.

Minister Nguyen Chi Dung hopes that Marvell will expand its investment, research and development in Vietnam to turn Vietnam into a leading important base of Marvell Group. At the same time, he suggested that Marvell continue to expand its business, research and development activities in Vietnam, contributing to the development of Vietnam's semiconductor industry ecosystem; consider opening a representative office and R&D center at the National Innovation Center (NIC) in Hoa Lac High-Tech Park to promote business activities, research cooperation, and introduce new technologies.

At the same time, coordinate with NIC to develop a shared semiconductor laboratory for training and incubation in the field of chip design; coordinate with NIC to deploy and expand the Marvell Excellence Scholarship program in Vietnam, as well as promote internship programs at Marvell Vietnam and Marvell in other regions for Vietnamese students.
Marvell is a leading US chip design company, founded in 1995, the company has more than 6,500 employees as of 2024, with more than 10,000 patents worldwide and annual revenue of $5.5 billion, valued at about $160 billion.
Marvell has been operating in Vietnam since 2013. It currently has approximately 400 employees, of which 97% are highly qualified engineers with advanced skills in microchip and electronics design. Marvell Vietnam currently has 2 offices in Ho Chi Minh City.

Also in the morning of the same day, Minister Nguyen Chi Dung worked with Mr. Kareen Ghanem, Director of Government Relations and Public Sector Policy, Google Corporation.
At the meeting, Minister Nguyen Chi Dung highly appreciated Google's close cooperation with NIC to implement the Digital Talent Training Program and Business Incubation Program in recent times. The programs are meaningful and have received the attention and enthusiastic response and participation of the community of training institutions and Vietnamese students.
The Minister said that Vietnam has an abundant source of high-quality human resources. In the field of AI technology research and development alone, Vietnam is ranked among the world's top 20 AI companies, and many Vietnamese-origin AI engineers are working at Google AI.
Minister Nguyen Chi Dung thanked Google for continuing to support the addition of cloud computing platforms and tools to support incubation, training and building a startup incubation program in the field of artificial intelligence to be deployed in 2024. At the same time, he affirmed and committed to closely coordinating with ministries, branches and localities to create favorable conditions for Google to invest, research and develop in Vietnam.
The Minister proposed that Google continue to strengthen cooperation with the Ministry of Planning and Investment through promoting high-tech investment projects in Vietnam and cooperating with NIC. In addition to providing a cloud computing platform and training and incubation tools on artificial intelligence, Google is requested to jointly build and develop the Google and NIC AI Training, Research and Development Center at NIC's facility in Hoa Lac High-Tech Park; and develop spaces for developing digital products and digital content at NIC's facilities.
The Minister hopes that Google will continue to coordinate with NIC to effectively implement the Digital Talent Development (GCC) and Innovation and Startup Incubation (GFS) programs in Vietnam; and expand Google's programs to support the development of the digital economy and innovation and startup activities in Vietnam.
Google is a technology corporation famous for the world's most popular search engine and various technology fields such as cloud computing, video sharing platforms, mobile operating systems serving 2 billion users worldwide. Google's focus in the coming years is to apply artificial intelligence to existing products and build new products to improve people's lives.
Google cooperates with the Ministry of Planning and Investment through NIC to implement cooperation projects including: Google for Startups Accelerator (GFS) - Incubation program for 100 startups in 2 years (2022-2023). It is expected that on July 11, the GFS Program in 2024 with Artificial Intelligence (AI) technology will be launched; Google Career Certificates (GCC) - Digital Talent Development Program: In 2022 and 2023, 20,000 scholarships were granted, and in 2024 alone, 40,000 Digital Talent Development scholarships were granted to officials, lecturers, and students of more than 100 universities, colleges, and employees in agencies, organizations, and enterprises./.
