The contest aims to test and evaluate the comprehensive capabilities and capacities of cluster leaders and cluster political commissars at units under Command 86, thereby drawing experience and continuing to foster and improve the capacity, qualifications and ability to complete tasks of cluster commanders, meeting requirements and tasks in the new situation.

The exam structure is specifically designed for cluster leaders in charge of cyberspace or information technology operations and for cluster political commissars or deputy political commissars.

The exam content includes a cognitive test in the form of a multiple-choice test with a test bank of 500 questions in 4 majors and fields: General military work; Party work, political work; logistics and technical work; specialized knowledge of cyber warfare and information technology.

Major General Vu Huu Hanh, Commander of Command 86, delivered the opening speech at the 2025 Competition for Excellent Cluster Leaders and Political Commissars.

The practical exam includes document drafting and reporting; team command. In which, the candidate is the head of the cyberspace operations or information technology cluster and practices drafting and reporting on a cyberspace operations plan or an information technology assurance plan for a combat mission.

Candidates who are political commissars or deputy political commissars choose 1 of 2 exam topics: "Developing a draft resolution to lead and manage the Party cell conference through the commander's combat plan or information technology assurance plan" and "Issuing a resolution to lead the implementation of annual tasks".

In his opening speech, Major General Vu Huu Hanh emphasized that the contest is an opportunity for key cadres at the squad level to train, study, exchange experiences, build a strong political stance, pure revolutionary ethics, and absolute loyalty to the Party, the Fatherland and the people; improve overall quality and professional capacity to meet the requirements and tasks of cyberspace operations, and ensure information technology in all situations.

The Commander of the 86th Command requested the organizing committee and the jury to closely coordinate with the Command's agencies to maintain and operate the exam according to plan; ensure good facilities for the exam; closely follow the exam plan, content, and regulations; score and evaluate the results accurately and impartially, reflecting the quality of each exam content, the level of the candidates and the participating teams, so that after the exam, we can seriously learn from experience.
