Emulation cluster No. 31 consists of 5 units: People's Public Security Ceremonial Group, People's Public Security Air Force Regiment, Cavalry Mobile Police Group, Police Regiment for protecting diplomatic representative agency targets, Police Regiment for protecting political , economic, socio-cultural, scientific and technical targets.
In the period of 2020 - 2025, Emulation Cluster No. 31 always unites, unifies, fully, seriously and effectively implements work programs, participates and contributes to protecting the safety of political, economic , cultural and social events of the country.

In his speech, Major General Nguyen Ngoc Thanh - Deputy Commander of the Mobile Police - congratulated and commended the outstanding achievements of the typical examples, highly appreciated the results of the emulation movement of Emulation Cluster No. 31, contributing to building a regular, elite and modern mobile police force.

Presenting at the conference, Captain Do Van Viet - working at the political department of Regiment E30 - shared his feelings and deep impressions about the tasks of the units in Emulation Cluster No. 31, and the hardships of the officers and soldiers.
From the silent soldiers who protect the target day and night, regardless of the weather, rain or shine, to the cavalry soldiers with worried faces when they first come into contact with, care for, raise and tame horses.
Or those who are both soldiers and artists and airmen who fly training flights in all weather conditions.

"There are many exemplary officers and soldiers who are pioneers and active in coordinating activities with units, participating in the fight against and suppressing crimes to ensure security, order and social safety.
Notable examples include officers and soldiers: Khong Ba Cuong, Nguyen Hong Ha, Nguyen Hoang Long of Regiment 30... who coordinated with functional units of Hanoi Police to detect, prevent, and arrest subjects with law-breaking behavior. Soldier Pham Xuan Ha of Regiment 31 took action to save a drowning child...", Captain Viet said.
Notably, the conference also interacted with three examples of "good people, good deeds" representing 80 typical examples in Emulation Cluster No. 31.

According to Captain Hung, horse training requires a lot of skills, perseverance, and meticulousness. During the horse training process, he and his teammates encountered many difficulties.
"Imported horses are 100% wild. Training horses to adapt to a military environment, obey commands, and follow formation is no small challenge.
"Taming a wild horse into a working horse takes a lot of effort and sweat, but the results that the cavalry has achieved so far are very proud," said Captain Hung, adding that "pride in the mobile police uniform" is the driving force that motivates him to constantly strive.
